They extend the detention of a police officer involved in the death of a worker who was shot in the middle of a police procedure in Villarrica

An official from the Villarrica Seventh Carabineros Police Station was arrested for his alleged responsibility in the death of a young construction worker, identified as 29-year-old Elvis Riffo Carrasco, killed after receiving a bullet impact in the middle of a uniformed police procedure.

The incident occurred at the intersection of Chile Barrios and Nahuelbuta streets, within the framework of a curfew inspection, on the night of Sunday, September 20.

After receiving the bullet impact, the young man was transferred to the Villarrica Hospital, where despite medical efforts he died at 00.10 hours this Monday.

“The detention control hearing was held in the Villarrica Guarantee Court of an active Carabineros official of the Seventh Police Station, who was arrested for his alleged participation in the death of a person; an adult citizen who on the night of September 20, 2020, was allegedly injured with a ballistic projectile fired from a firearm. At the hearing, we requested the extension of the detention until tomorrow, in order to have all the information that precisely allows us to fully establish this fact and see how this person was killed by the gunshot wound of an official from Carabinieri”Said the prosecutor Jorge Calderara, from the Human Rights Unit of the La Araucanía Prosecutor’s Office.

The persecutor ordered proceedings to the Homicide Brigade of the Investigative Police.

The Institute of Human Rights of the Region of La Araucanía, is gathering the antecedents, in order to provide collaboration to the family and present the respective complaints. Federico Aguirre, head of the agency’s regional headquarters, explained that they decided to contact the Public Ministry in order to be able to obtain more details of the case.

“The Human Rights Institute proceeds on the basis of the testimonies it collects in direct observations or through witnesses and relatives, that is what seems important to us today to be able to rescue, we are only at that stage today. Now from the information that appears there are very significant indications that the victim would have been reduced and in that circumstance the death would have occurred. I believe that the situation is so serious that it needs to be clarified as quickly as possible and it is our responsibility to make contact with the greatest number of people who can provide us with the information to be able to exercise in the context of our mandate, the legal actions that are pertinent ”, added.

Carabineros of the Villarrica Prefecture initiated a summary investigation to investigate “the circumstances in which the weapons were used.”
