The General Director of the Carabineros Ricardo Yanez he had his first day at the helm of the institution on November 20, when he called to “be more united than ever” after the departure of Mario Rozas.
Days from that day Yáñez commented on what it has been like to have to assume a difficult situation, where Carabineros de Chile has been questioned by the way in which it has used force, as was seen in the case of Sename de Talcahuano or the Pío Nono bridge in Santiago.
Although he assures that “it is not the ideal or dreamed moment to assume”, he does recognize that it is “a tremendous responsibility and a great challenge” for him to assume this position, which during the administration of President Sebastián Piñera has been occupied by two other generals: Hermes Soto and Rozas.
“I owe myself to almost 60 thousand police officers who are very expectant and very hopeful that we can get out of this situation“, Said the general director to The Mercury.
Qualified as a field general, Yáñez has actively participated in police station and prefectural work throughout the country. He has also been an instructor for young people who are now NCOs. Also director of Order and Security and head of the I Zone of Tarapacá.

Today, when he assumes the leadership of the police institution, he points out that must be “updated”, so that “the reform becomes an opportunity” for which, he says, they will work. With this, he also commented on those criticisms that were made of his assumption for not having started by apologizing for the hundreds of cases of ocular trauma, run-over or injuries committed since October 2019.
“We must, as an institution, make a mea culpa, without a doubt, regarding what happened. There are situations that are being investigated by the prosecution and that the courts will have to resolve, referring to some serious facts, such as the Campillay and Gatica cases. We were the first to denounce ourselves and put all the information before the Public Ministry. And if someone moved away from the protocols and regulations to act, they will have to respond, “said Yáñez.
However, he added, “What cannot happen is that society as a whole, like the institutions, does not support the carabinero in the exercise of his functions“.
On the other hand, when asked whether the Carabineros officials imposed limitations on themselves due to “fear of being accused for human rights,” Yáñez assured that “Those are the changes we have made since the social explosion until now”. An example of this would be the dialogue and notice they carry out before dispersing a crowd.
And when mentioning the case of the Pío Nono bridge, I continue: “those are the consequences when these vandalism occur. That young man was committing disorders long before. He was a target of arrest by staff. They are unfortunate events, and now they are in the hands of justice ”.

Demonstrations against the Piñera government
On the other hand, the general director of the Carabineros referred to the demonstrations that in recent weeks have taken place in the Alameda, where thousands gather to request the resignation of the President of the Republic, whose mandate does not end until March 2022.
“They are not 30 or 40; there are a thousand people who come together. Very violent, very aggressive, organized. They arrive with incendiary elements, with weapons. It is very complex. The number of detainees we have had attests to this. La Moneda is a symbol of democracy in this country; there are people who work there. Therefore, I have to protect the safety of the people, in addition to the institutional framework in what the Government Palace means. Y Faced with that, we are going to make use of all the tools that the law confers on us in order to guarantee security in La Moneda“, He indicated.
