The complaints for the police abuse of Carabineros are added and continue: CCHDH presents action against President Piñera, Víctor Pérez and Mario Rozas

Two weeks after the start of the social outbreak on October 18 turns one year, an incident of maximum gravity occurred in the vicinity of Plaza Baquedano, also known as Plaza de la Dignidad, when a 16-year-old young man was pushed by a cash Police Special Forces and fell to the bed of the Mapocho River from the Pío Nono bridge. This fact triggered the outrage, not only of the citizen. Also from organizations that filed legal actions against State officials.

Today the Chilean Commission for Human Rights (CCHDH) filed a criminal complaint against the President of the Republic,
Sebastián Piñera, the Minister of the Interior, Víctor Pérez and the general director of the Carabineros, Mario Rozas, for the attempted murder
committed against the minor thrown into the bed of the Mapocho river by police officers.

From the CCHDH they emphasize that the minor is “intentionally pushed by the railing of the bridge causing his fall, as evidenced by the existing videos that recorded the moment and that have been shared by social networks, causing serious injuries.” As can be seen in the audiovisual evidence, they add, “no police officer attended to provide help to the victim, also incurring the crime of omission of relief, indicated in Article 83 of the Criminal Procedure Code.”

The CCHDH denounces that the events are part of a “systematic and permanent policy of repression exercised by the State of Chile and its agents, resulting massive and generalized from October 2019 to date, ignoring the recommendations of the agencies of the system for the protection of Human Rights, and registering more than 8,500 complaints of violations committed against innocent people “.

“The illegal acts that are the object of the complaint presented by the CCHDH must be considered crimes against humanity, due to the material characteristics of their execution and due to the set of legal rights that they affected,” they point out.

The complaint was presented by the president of the CCHDH, Carlos Margotta Trincado, in the 7th Court of Guarantee of Santiago, and seeks the sanction of all those responsible for the execution of this repudiable act, including the political and police authorities, as establishes Law 20,357.

It is worth mentioning that the Children’s Ombudsman also filed a criminal complaint this Saturday for the fall of the 16-year-old on the Pío Nono bridge.

The same was done by the National Institute of Human Rights, which announced the filing of a complaint, but against Carabineros, for the action of pushing a minor youth against a railing and causing him to fall to the bed of the Mapocho River.

Added to all of them is the Observatory for Human Rights and Police Violence, which will file a criminal complaint against the Carabineros official Sebastián Zamora Soto, and against all those who are responsible, as authors, accomplices or accessories for crimes of application of torture against adolescent with initials AA
