A study by the Jesuit Fathers Research Center “Centro Gumilla” and the Venezuelan Program for Education Action in Human Rights (Provea) showed that, during the first six months of 2020, the Venezuelan police and military bodies murdered 1,611 people.
On average, it is 9 people per day, and most of the victims were poor youth, between 18 and 30 years of age.
“The thousands of victims left by institutional violence in Venezuela, they are the consequence of a State policy that combines the encouragement provided by the high authorities for the commission of the abuses, and the structural impunity given the takeover of the justice administration system by the ruling political project. Officials act with full freedom given the certainty that their conduct will not be investigated or punished, and because they have the support of governors, ministers and other high-ranking public management figures, ”it was stated on the Provea website.
According to the agencies, there are also discrimination in the cases that are investigated and in those that don’t.

In the breakdown, the Bolivarian National Police (PNB) is responsible for 417 murders, which represents 25.8% of the total. It is followed by the Corps of Scientific Criminal and Criminal Investigations (CICPC) with 400 cases, which is equivalent to 24.83% of the total.
Further back come the state police with 399 alleged executions, equivalent to 24.77%; the Bolivarian National Armed Forces (FANB) with 222 cases; and the municipal police with 57 alleged executions.
The difference in sums is attributed to joint actions.
