The Local Prosecutor’s Office of La Serena requested the formalization of Army Captain José Faúndez Sepúlveda, for the crimes of unnecessary violence, serious injuries and homicide due to events that occurred on October 20, 2019, within the framework of the social outbreak.

According to the La Serena Prosecutor’s Office, it was Captain Faúndez who ordered the shots that caused the death of Romario Veloz, a 26-year-old student from Ecuador, near the Mall Plaza.

In addition to the Veloz death, two other people were injured with serious injuries as a result of Faúndez’s order.

On October 20, the Ecuadorian resident in Chile since childhood, a Civil Construction student and father of a three-year-old girl, attended the demonstration called before curfew, which took place peacefully, until he passed through the outskirts of the city. Mall of La Serena that was guarded by members of the 21st Regiment of Coquimbo.

Officer remains active in the institution

In the midst of José Faúndez Sepúlveda’s request for formalization, the Army reported in a statement that the captain “remains active in the institution, inasmuch as he has the right to presume innocence like any other citizen, so until said condition does not change, he will continue in his functions “.

The statement adds that “for this purpose, Captain Faúndez will have the proper legal advice and defense required to face the request made by the La Serena Local Prosecutor’s Office.”

“It should be noted that the institution has collaborated and delivered all the information that the La Serena Local Prosecutor’s Office has requested, understanding that this will allow the fact under investigation to be duly clarified and resolved in law.”

The Army also expressed its rejection of the versions that affirm that the institution “has not collaborated or contributed to the clarification of this unfortunate fact.”

Finally, they stated that “as the Minister of National Defense has indicated and in order not to hinder the judicial process, once it is finished, the need to conduct a summary investigation, if applicable, will be determined.”
