The National Prosecutor’s Office reported that since the social outbreak of October 18, 2019, it has formalized a total of 5,084 people for various crimes committed in that context. Of these, 648 are in preventive detention, while another 725 have already been sentenced.
All of the defendants are related to the attacks perpetrated against the Santiago Metro stations, looting, fires or the carrying and possession of incendiary devices, public disorder and institutional violence.
Regarding the attacks on the Metro, 42 people have already been formalized, of which 29 were charged by the Eastern Metropolitan Prosecutor’s Office, 4 by the North Center, 5 by the South and 4 by the West. Of the total of those formalized, 10 are in preventive detention and 5 have already been convicted.
Looting registers the highest number of formalized defendants, reaching a total of 4,004 people, ranking the South Metropolitan Prosecutor’s Office in first place with a total of 1,255, followed by Valparaíso with 714 and the Central North with 483. In total, 638 people were convicted of these events.
In relation to events related to fires or the carrying and possession of incendiary devices, the National Prosecutor’s Office formalized 208 people and obtained 68 convictions. Likewise, 678 people were formalized due to public disorder.
Violation of human rights in the social outbreak
Also, 8,827 people reported crimes committed by State agents and currently 4,681 cases related to institutional violence are in force.
To date, a total of 75 people have been formalized for crimes related to Human Rights violations. of which 25 are in preventive detention and only one defendant has been convicted.
Among the crimes for which 75 State agents have been formalized, are unlawful coercion, torture, serious injuries, homicide, obstruction of the investigation, among others.
The regions that concentrate the largest number of formalized persons are the Metropolitan East with 21 formalized, Metropolitan South with 14 formalized, Metropolitan West with 9 and Central North with 8 formalized defendants.
The Regional Prosecutor’s Office of Coquimbo has formalized 7 people, that of Valparaíso to 6 and that of Biobío to 3. For their part, O’Higgins and Aysén have formalized two State agents, while Tarapacá, Antofagasta and Los Lagos to one person.
In addition to the 75 formalized, the prosecution has already requested a formalization hearing with respect to another 22 people who have committed institutional violence, in hearings that will be held between October of this year and January 2021.
