The opposition has already stepped on the accelerator before the arrival of second 10 percent withdrawal to the Senate after its wide approval in the House, since the Constitution Commission, commanded by the socialist Alfonso de Urresti, is reviewing it this Friday.
“We are not going to delay, we are not going to wait any longer and the relevant thing is to pronounce in the commission and then in the Senate Chamber to have a law and proceed to this second withdrawal, “said the president of the instance yesterday, which began to meet at 5:00 p.m.
“We don’t want a project with fine print, but be clear, effective and direct, so that it can be withdrawn as soon as possible and be able to help millions of families throughout Chile, “insisted De Urresti.
Present at today’s session were the Ministers of Finance, Ignacio Briones, and of Labor, María José Zaldívar.
In his presentation to the commission, Briones reiterated his rejection of a second retirement and emphasized the effects, insisting on his approach that it is incompatible with a future improvement in pensions and the reform that the Executive seeks to promote.
“The first withdrawal, these almost 20,000 million dollars, is equivalent to resigning in terms of the increase in pensions to 2 contribution points, and if there is a second retirement, there will be an additional effect of practically the same 2 points -1.8 points-, which means that almost two-thirds of the increase in pensions derived from a pension agreement disappears “, said the head of the fiscal coffers.
The Government continues in talks with a view to reaching a cross-sectional agreement for the pension reform, and the ruling party aspire to have it before the second withdrawal passes to the Senate Chamber.
FOUR OFFICIAL SENATORS SUPPORT THE RETREAT AND A FIFTH IS WAITING FOR INDICATIONS
But the terms with which the project will eventually come out are still uncertain, as opposition and pro-government senators have advanced their intention to push prompts such as tax collection for those who draw the highest amounts allowed, something that has already caused reproach during the vote in the House – where the idea was rejected.
However, broad support is expected for the initiative if it is sent to the Chamber, even once again dispelling doubts about the quorum required for its approval, since until now four parliamentarians from Chile Vamos have pledged their support and a fifth would open up to it: the senator UDI José Durana.
“If an indication is definitely presented, because we have the votes necessary to negotiate a better agreement. Therefore, If indeed an indication is presented and all the votes of the Chile Vamos coalition unite to defend the individually funded system, I agreeBut if tomorrow they’re going to vote as they want, I’m not going to complicate my life. I prefer that people spend their money themselves, than that tomorrow they expropriate them“Durana said.
LETELIER (PD) SUPPORTS TAX COLLECTION
For his part, the socialist senator Juan Pablo Letelier assured in Cooperative that the withdrawal must be associated with the payment of tax for “the rich” who want to withdraw their taxes.
“I am from a matrix of left thinking, I do not have an explanation why the Chamber of Deputies left aside that the rich pay taxes. It seems a bit populist to me “, said the parliamentarian.
Along these lines, he stated that “from the accounting that I see, there are no votes to approve this law in the Senate, because the right is not going to vote, as it did last time in the Senate, to withdraw without conditions. What I want to ensure is that the retirement can be achieved by families who are having a bad time. “
“It is necessary to see how it negotiates with the right so that this effort that the deputies have promoted does not remain a dead letter,” added Letelier.
A third withdrawal?
In parallel, the Government continues to negotiate the pension reform, and somehow seeks tie both issues with a possible limited withdrawal, an idea that is still in talks in Chile Vamos.
The coalition hopes that this is resolved before the new withdrawal is voted in the Chamber, and yesterday they advanced their willingness to “give in until it hurts”, in particular by the threat of a third withdrawal, a proposal that the deputy Pamela Jiles (PH) – promoter of the second – said she has already written.
Your PS pair Leonardo Soto, which presented the initiative to the Chamber in Tuesday’s vote, distanced itself from the eventual bill, considering “a little risky to open that debate” now.
“But, if we put ourselves in a hypothetical situation in the future, where there are outbreaks and the economy falls back into a very deep recession, these new conditions would probably justify not only a third withdrawal, but also allow social and economic aid for part of the Government, “he said.
From the ruling party, the deputy agreed with Soto Eduardo Duran (RN), who supported both versions of the withdrawal, stating that “It is a subject that today cannot even be raised. We have to wait for how the situation in the country is coming for later, to only evaluate an alternative of these characteristics “.
