After the plebiscite, almost all the important decisions of the institutions are being postponed, and that does not leave out the Carabineros. During the last month, the general director of the uniformed police, Mario Rozas, has been working, in addition to the services of what was the anniversary of 18-O, in the staff of the plebiscite and also in the new high command.
If last year the renewal of the command – which is made up of 40 generals – was carried out in December, this 2020 will take place after the vote. In addition, if in 2019 four men left the generalship, this year it will be double, and even a little more.
According to Carabineros sources, General Rozas has already handed over to President Piñera the composition of the new high command, which it will consider the exit of between 8 and 12 generals from the highest level of the institution. A part of the general inspectors (the highest ranking officers who come after the general director) and the area chiefs will retire.
Some “two-star” generals will take over as inspector generals (“three stars”), therefore, an important “draft” will be given to the fireplace, say police sources. To fill the quotas of the zone chief generals, there will be a significant number of promotions from the general ranks.
The new command of Rozas seeks to have a look at the formation of Carabineros, in which it will also be considered the departure of generals to give more “freshness” to the command, given that many have been in these degrees for more than a year and a half, a period that, they explain, was marked with almost five months fully engaged in the manifestations of the social crisis.
Carabineros comes from profound changes of its generals for three years due to the effects of the cases of fraud, Huracán, Catrillanca and the social explosion. When General Hermes Soto left, in December 2018, 10 other generals left the institution and before that, between December 2017 and December 2018, 30 generals retired.
With this calculation, in total, between December 2017 and December 2019, 44 generals were retired.
And the future of Rozas? Although sectors of the opposition have pressed for the departure of the director general, those who know the police chief say that it is not among their plans to resign. For the same, The officer, in addition to the design of the new high command, is already working on what will be the reform of the Carabineros.
Regarding the tasks related to the reform of the institution, Carabineros already works with nine working groups that function internally. These are divided into control of Public Order, subjection to civil authority, improvement of institutional management, preferential specialization, probity and prevention of misconduct, transparency and relationship with civil society, training, police career and intelligence.
On the issue of training new Carabineros, Rozas has already issued the resolution that opens the applications for next year, which brings something new.
According to the general order 002796, “for the year 2021, the development of the educational training processes” contemplates that the officers will have 150 places to enter the School of Carabineros and they will study eight academic semesters. With respect to previous years, this remains the same.
The surprise is in the NCOs. According to the document, the Carabineros Training School will study four semesters -before there were only two semesters, that is one year-, for which there will be 1,270 places in a recruitment distribution of four areas: Santiago Group (600 places) ; Central Station Group (160 seats); Grupo Antofagasta (150 seats); Grupo Temuco (210 seats) and Groups Puerto Montt (150 seats).
