Ricardo Lagos after the Plebiscite: “Chile recovered a little bit of its self-esteem”

A day has passed since the Chileans decided, through a plebiscite that summoned more than seven and a half million people, that the country advance in the creation of a new Constitution.

After months of debate, the results of the consultation were overwhelming: 78.27% were in favor of the Approval versus 21.73% who were for the Rejection.

An election that marked a milestone in Chilean Republican history and that, in the opinion by former president Ricardo Lagos, The division that existed on the part of the Chilean right was also a relevant fact.

“I think the most important and most symbolic was produced as a division on the right, where approximately 1/3 of a third of the right decided to vote I approve. And consequently, this explains why the result was reached then. The result speaks of a right split and 10% went from Rejection to Approval. And that then meant having 80-20 ″, said Lagos in a special edition of LT conversations, to analyze the results of the plebiscite.

However, far from continuing to celebrate, the ex-president pointed to the next steps in the process. First: The election of the members of the Constituent Convention that will draft the next Magna Carta, which will be made up of 100% by citizens, will be equal, and whose members will be elected on April 11.

Along these lines, apart from the overwhelming triumph of the Approval, Lagos pointed to the representation that the center-right will have in that body and the difficulties of a single opposition list.

“Let us not forget what is going to happen, that when the constituent assembly is constituted, unity and the unit that will have the right in that case. And, therefore, they are going to have again, I would say approximately 1/3 of the conventional ones that they are going to choose. So from that point of view it is settled and explained what happened yesterday, “said the former president.

And he added: “In the next election of the conventional, the characteristics of how the conventional ones are chosen make a single list of the Approval very difficult. Consequently, there will be, I believe, two lists, it is inevitable. Therefore, the one who is going to be divided is us who were for the Approval, but the Rejection is going to be firmly united in a single list that goes from the Kast (José Antonio) of the extreme right to the other Kast (Felipe) in Evópoli ”.

Regarding the feeling he had with the electoral process that took place yesterday in our country, Lagos assured that “I felt that a moment that lasted 30 years was culminating and they (the right) took refuge in that Constitution that obviously fulfilled the role of its founder. The famous phrase of Jaime Guzmán: ‘I want to make a Constitution that when they come one day to govern those who think differently from us, cannot carry out their ideas because the Constitution prohibits them ‘. He also raised about yesterday’s process that “Chile recovered a little of its self-esteem that was lost, why we went tumbling down in the world ”, he concluded.

The former president also addressed what will be the constitutional debate itself and the quorum of 2/3 with which the Constitutional Convention will resolve the norms, and which has been criticized by some sectors.

“These 2/3 to reach an agreement means that you have to agree with me and I with you. And therefore, we have to understand. I respect your point of view, because your point of view ends where mine begins. And you respect mine. And now we see how we advance, because we have to have a Constitution and agree on what a Constitution is, how we can agree to settle the differences between a society. And those rules to settle have to be good for you and me, “said Lagos.

Against which he added that “Here the 2/3 is a guarantee that the one who is a little more than 1/3 will not take it, it is necessary to contribute and constitute a sufficiently broad gear that the 2/3 are satisfied with the product.”

But it also addressed another issue discussed, mainly by a sector of the right, of the supposed “blank sheet” with which the new Constitution would be split.

“The blank sheet, which was my idea, so that we can agree. I know, there is never a blank page. We all come to a meeting of this nature with our own ideas, which are based on culture, tradition, what’s behind. I know there is no blank page “, he indicated.

And he stated about this process of elaboration of a new Magna Carta that “This is the first Constitution that will be elected by the citizens, and without pressure from military noise.”

Lagos also addressed his formula for a political system, highlighting elements of the French presidential system.

“I like a system where the President is the Head of State and where there is a Prime Minister and that authority that the Head of State chooses has to be approved by Parliament. In other words, Parliament has a role in the appointment of the prime minister “, He said.

“The second thing that seems important to me is the French presidential system, in which the head of state reserves for himself the domain of Defense and the RR.EE. And the head of government, well, the public policies that are required in the rest of the other area of ​​government management. I believe that this is an adequate system and I believe that it could account for this reality ”, he concluded.
