Finally, General Jean Camus, head of the Santiago Oeste Zone of the Carabineros, confirmed that for this reason it was officials of the institution who arrived at the place and assured that it is part of the protocol for safeguarding physical integrity.
Report detailed the facts
According to La Tercera, a report sent by the director (s) of the center, Camila Messina, recounted how the events occurred and revealed that there were a struggle between the boy protagonist of the video and a uniformed.
It all started around 6:30 p.m. on Monday, when the 13-year-old boy would have been frustrated by not getting permission to go to a skate shopUnlike other colleagues, he began to throw stones at the windows of the civil servants’ office.
After that, climbed on the roof of the place and began to break wood. Precinct officials tried to carry out emotional restraint, which did not work.
As the SAMU did not arrive, the Carabineros did at about 8:13 p.m., when there were already three children on the roof, who they insulted the uniformed. After 20 minutes, they went down.
In the aforementioned document it was indicated that the child, when going down, tried to attack a uniformed man identified as Second Sergeant Yimmy Contreras, “throwing blunt objects like a dumbbell, skates, glasses and other. The minor continues to try to attack the Carabineros official, he takes the radio trying to break the microphone cables ”.
“Faced with this situation, the Carabineros official takes the minor’s hand, looking for him to let go of the radio, constantly asking him to let go. The child bites, spits, scratches and tries to pinch (sic) the policeman. Given this, the Carabineros officer pressing on the boy’s shoulders, sits him on the ground without letting go of his left arm. Faced with this situation, the child begins to cry, screaming to let go of him and that it hurts, “he added.
The fact did not stop there, since later monitors from the center tried to control the boy, but he “spits again at the policeman and tries to take away the watch he was wearing.” Finally, the uniformed man released him.
The next day, La Tercera reported, the boy showed an educator that he had a bruise in one arm, blaming the uniformed man for the injury.
“Today in the morning, the boy shows me a bruise that he had on his arm and then he tells me that a policeman did it to him and held him down. She asks him why he would have held him. He explains to me that it was because he was throwing stones. To which I ask him, ‘stones next to the compound?’, He says ‘no, I hit the police and one combo’, I tell him it’s unfortunate “, the letter reads.
Larraín asks not to call the uniformed
Given what happened, the Minister of Justice, Hernán Larraín, indicated that he contacted the director of Sename to request that residences do not call Carabineros, although the current protocol indicates this.
“I have asked you (…) while we are not clear on how the Carabineros should act, are not summoned to the Sename residence that present these types of difficulties, “he said.
The authority added that “the Carabineros may act in the best possible way, in the most reasonable and prudent manner, and yet their presence is sometimes what generates improper reactions, or in a moment of decompensation of children, undue, and therefore generates episodes that do not end well, like this one, which apparently occurred in that process.
