Meanwhile, the regional Prosecutor Manuel Guerra referred to the arrest of the three uniformed men, indicating that “As a result of the investigation carried out by the Public Prosecutor together with the Carabineros, it was possible to determine the existence of a series of facts constituting the crime of torture , which is why we were asked for an arrest warrant against 3 Carabineros officials from the 43rd Police Station of Peñalolén. “
“Six people, 4 minors and 2 adults were victims of these events during the night of October 20 and until the early hours of the next day,” he said.
He added that “these events are particularly serious since they affect the fundamental rights of people who were detained, particularly when it comes to minors.”
“That is why we have requested the arrest, after a thorough investigation carried out by the Macul-Peñalolén Prosecutor’s Office together with the Chilean Police, which has helped us to discover how these events occurred and there is evidence that will prove it. That is why they will be formalized tomorrow for the crime of torture, “Guerra said.
Regarding the complaint of an alleged crucifixion, the Prosecutor Guerra explained that “this has been ruled out by the Public Ministry, after a meticulous work carried out jointly with the Carabineros Human Rights brigade, establishing that these events did not occur and therefore that will request the definitive dismissal of the same.
It should be remembered that on October 23, the National Institute of Human Rights (INDH) received complaints of torture against three adults and one adolescent, for which it presented two complaints, although during the investigations the number of victims had risen to six.
In this case, also in October of last year, the Thirteenth Guarantee Court of Santiago decreed a prohibition to approach the victims for the Carabineros officials involved.
