During the afternoon of this Wednesday, the change of command ceremony of the Carabineros took place, where Ricardo Yáñez officially assumed as general director of the police institution.
The day was led by the President of the Republic, Sebastián Piñera, who gave an extensive speech and words of thanks to the outgoing Mario Rozas. “I want to especially thank the general director Mario Rozas for whom I have a special appreciation and gratitude, for a life dedicated to the service of Carabineros and the entire Chilean society”, He started pointing the president.
Thus, Piñera gave the “welcome” to the new General Director, Ricardo Yáñez, providing a context of the last 12 months that “They have been extraordinarily difficult for all Chileans, but especially for the 60,000 men and women who make up the Carabineros de Chile. They have been demanded to the maximum and have had to pay very high prices “.
However, one of the culminating moments came when the president referred to the institution of order and security as the “First line”.
“(Carabineros) is the first line in the defense of our freedoms and our peace, it is the first line in the defense of our lives and our physical integrity, it is the first line in the defense of public order and citizen security, and it is also the first line in defense of our democracy and our rule of law “Piñera highlighted.
Even so, the president clarified that the actions of the Carabineros must be adjusted “always within the framework of the law, as established by the institution’s protocols, and with unrestricted respect for the Human Rights of all citizens ”.
Along these lines, he stressed that “Whoever deviates from these norms or protocols must assume their responsibility not only towards their institution, but also towards justice and society.”
“We want all the Carabineros to be able to go safely to work, and return safely to their homes”, continued the president. With which he emphasized the “immediate discussion” of the project sent by the Executive more than a year ago to Congress, and that creates the Statute of Protection of the Police.
“Since we came to the government we have promoted an important legislative agenda to strengthen our police, which began with a National Agreement”. An agreement that the president “Appreciate and appreciate” and that is linked to other bills that are in Congress, “Some for too long now”said Piñera.
These projects include a law that modernizes Carabineros, the improvement of Transparency, Probity and financial Control of the police, the creation of the Tactical Police Operation System “Stop”, a law on specialization of the police, the creation of a National Intelligence System and “promptly”, a bill that regulates and modernizes the professional career of Carabineros.
