Peruvian Congress dismisses President Martín Vizcarra

The Congress of Peru dismissed President Martín Vizcarra on Monday, after the plenary session of Parliament declared him “morally incapable” in the political trial opened against him.

With 105 votes in favor, the vacancy motion brought against the president by the corruption charges when he was governor of the province of Moquegua (2011-2014), exceeded the number of supporters required by the Constitution (87 out of 130 deputies) and the process was opened to strip the president of power.

The parliamentary resolution – mostly oppositional – declared the “permanent moral incapacity of the president“and therefore” the vacancy of the Presidency of the Republic. “

Consequently, “the succession regime established in the Constitution” will be applied, which will be effective as soon as it is communicated to the president, Prime Minister Walter Martos or published in the official gazette, whichever comes first.

Now the Responsibility for the office of Presidency of the Republic would fall to the President of Congress, Manuel Merino, from the Popular Action political group.

The decision was a surprise in the country, since until the last moment the vote of some parliamentarians was unknown, so it was not known if what was necessary to achieve the dismissal would be achieved.

Vizcarra went to the plenary session of Parliament early this Monday to make his defense personally, where he categorically denied having received any kind of bribe and criticized the impeachment process against him. “There is no proof of flagrancy of a crime, nor will there be because I have not committed a crime, I have not collected a bribe (…) They are false facts, not corroborated, an investigation process is just beginning, they are hypotheses, “he said.

This was the second time that Vizcarra faced Congress Due to the request for dismissal, it was previously also due to “moral incapacity”, a situation that occurred in September, when the motion was rejected, which at that time received 78 votes against, 32 in favor and 15 abstentions.
