The response that the defense of the Minister of the Interior Víctor Pérez entered before the constitutional accusation that the Chamber of Deputies is processing, has caused a true “own goal” within the Government.
His argument that the Carabineros depends on his portfolio during the State of Catastrophe, “throwing the ball” for Defense, caught the Government by surprise, including President Sebastián Piñera. By the way, it triggered the annoyance in RN and dislodged the Minister of Defense, Mario Desbordes.
Several in the Government found out “through the press” of Pérez’s defense – presented before the scheduled deadline – and commented that his arguments “collide” with the “doctrine” that the Government has tried to install in this matter, taking into account that during the administration of former ministers Andrés Chadwick and Gonzalo Blumel it never ceased to hold that public order is a spring for the Interior.

This morning, the President led a meeting with both ministers, where Desbordes would have expressed his discomfort in this regard and that the matter also generated resentment in the Armed Forces.
However, in public, both ministers maintained the line, and in a guideline for the plebiscite, at the polling station of the Escuela República de Brasil, Desbordes and Pérez referred to the issue, with the firm intention of lowering its profile.
Asked about it, Desbordes maintained that the accusatory libel lacks legal support and bet that it will not prosper. “There is no legal basis to constitutionally accuse Minister Víctor Pérez and I hope that all parliamentarians, not only those of Chile Vamos, who objectively review the accusation reject it. It has no basis,” he said.
Regarding the situation of the Carabineros, Desbordes’ response was not blunt and explained that “in some cases it is under the supervision of the heads of Defense and in others it is still under the supervision of the Ministry of the Interior.” To delve into the point, he added that “the important thing here is that there is no basis for the accusation.”
For his part, Interior Minister Víctor Pérez He considered that the constitutional accusation against him “is legally ill-conceived” and pointed out that his lawyers responded to said inconsistencies. “Those who wrote the accusation did not have the rigor to legally establish it (…) There were no orders establishing human rights violations (…) There is no responsibility of any authority in this regard,” he added.
“Unusual” and “unsustainable”
However, from the side of the accusing deputies they flatly refuted his statements. He DC Gabriel Ascencio described as “unusual” the defense of Víctor Pérez and clarified that “the truth is that one thing is the declaration of constitutional exception, noting that the armed forces and order and security assume command in areas declared a disaster zone, but carry out actions who is in charge, who is in charge and that is the Minister of the Interior. For his part, PS bench chief, Luis RocafullHe added that “the response of Minister Pérez is quite strange, because in the first place he makes his disclaimers blaming the Minister of Defense and something curious to the mayor of the Metropolitan Region, however, the one who has the highest hierarchical level over the mayor is the Minister of the Interior ”.
Rocafull added that Pérez “in the end is questioned today in full exercise, what is his scope, what is his jurisdiction to be able to carry out the care of public order. What he has said is inconsistent, we hope La Moneda will say something ”.
In this scenario, the defense of Minister Pérez presented the arguments of his answer this morning before the commission that analyzes the constitutional accusation, an instance where they received its foundations with surprise and where it is expected for this Monday at 4 pm the assistance of Defense Minister Mario Desbordes and the Chiefs of National Defense.
For the deputy PPD Loreto Carvajal, president of the commission, “it is striking that the defense has stated that the minister would not have sufficient competence in a state of emergency, but that this was based on the heads of national defense and in particular in the ministry defense. This opens the door to a competition for competencies that deserves all possible review ”.
“On Monday we will have the Minister of Defense in the commission that studies the constitutional accusation, so that he can give us the required information and clarity.
