In the balance of this Sunday the Chief of Epidemiology of the Ministry of Health, Rafael Araos, announced that new indicators will be added to advance the phases of the “Step by Step” plan.
In this way to those already used, The number of cases per 100 thousand inhabitants in the last seven days and the traceability are added.
Until now, the indicators that were used to determine the progress in the de-refining phases were hospital capacity, the positivity rate and the indicator known as “R” (speed of spread of the virus).
“The usefulness of these indicators has more application to progress in stages of lack of definition,” explained Araos.
“As an example, if a commune has 100,000 inhabitants, it should have less than 10 COVID cases a day for seven days,” he explained.
Phases of the Step by Step plan:
1) Quarantine
Limited mobility to minimize virus interaction and spread:
- Personal mobility restriction
- Exclusive permits for essential activities
- Compliance with the touch left and physical distancing
- Customs and cordon compliance
- Prohibition of transfer to second home
- Sector restrictions:
- Prohibition of the operation of Clubs and Day Centers for the Elderly
- Prohibition of the operation of cinemas, theaters and similar places
- Prohibition of public attention in restaurants and cafes
- Prohibition of the operation of pubs, discos and the like
- Prohibition of the operation of gyms open to the public
- Ban on events of more than 50 people

- Postponement of non-critical elective surgeries, except for major outpatient surgery and hospitalization of less than one night
- Suspension of face-to-face classes in educational establishments
2) Transition
The degree of confinement decreases and part of the activities can be resumed, but a sudden opening is avoided to minimize the risks of contagion:
- Travel is allowed from Monday to Friday, except during curfew hours.
- Physical distancing
- Use of a mandatory mask
- The quarantine is maintained on Saturdays, Sundays and holidays
- Social and recreational gatherings are limited to a maximum of 10 people
- Events, social and recreational activities allowed with a maximum of 5 people in closed places (additional to those who live in the same residence) and 10 people in open places
- Customs and cordon compliance
- Prohibition of transfer to second home
- Sector restrictions:
- Prohibition of the operation of Clubs and Day Centers for the Elderly
- Prohibition of the operation of cinemas, theaters and similar places
- Prohibition of public attention in restaurants and cafes
- Prohibition of the operation of pubs, discos and the like
- Prohibition of the operation of gyms open to the public
- Prohibition of social and recreational activities of more than 10 people.
- Quarantine SENAME Centers (and prohibition of visits)
- Quarantine ELEAM Centers (and prohibition of visits)
- Closure of land borders and areas
- Postponement of non-critical elective surgeries, except for major outpatient surgery and hospitalization of less than one night
- Cruise docking ban (until September 30)
- Suspension of face-to-face classes in educational establishments
3) Preparation
Quarantine lifted for the general population. The biggest change with respect to the Transition stage is that it does not restrict the mobility of people on any day of the week, but maintains the health restrictions:
- Displacement is allowed, except during curfew hours
- Physical distancing
- Use of a mandatory mask
- Social and recreational activities are allowed any day of the week with a maximum of 50 people
- Customs and sanitary cords are maintained
- The transfer to a second home is prohibited
- The opening of restaurants on terraces and in the open air with a 25% capacity or with tables two meters apart is allowed.

4) Initial opening
Resume certain activities with a lower risk of contagion and minimizing crowds:
- Compliance with the touch remains (valid until the authority determines it).
- Compliance with customs and sanitary cords (in force until the authority determines it)
- Physical distancing
- Use of a mandatory mask
- Travel allowed, except for curfew hours
- Prohibition of transfer to second home
- The operation of restaurants with 50% of their capacity is allowed
- Theaters, cinemas and similar venues are allowed, with a maximum attendance of 25% of their capacity
- Sector restrictions:

5) Advanced opening
It is authorized to increase the number of people in activities allowed in the previous stage, always with self-care measures:
- Compliance with the touch remains (valid until the authority determines it) and physical distancing
- Compliance with customs and sanitary cords (in force until the authority determines it)
- Travel allowed, except for curfew hours
- Transfer to second home is allowed
- The following restrictions are established:
- Prohibition of the operation of Clubs and Day Centers for the Elderly
- Visits and exits from ELEAM Centers and SENAME Centers are allowed.
- Ban on events of more than 150 people
- Cinemas, theaters and similar venues with a maximum capacity of 75% are allowed
- The operation of restaurants and cafes with attention to the public is allowed, with a maximum of 75% of their capacity
- Pubs, discos and similar are allowed, with a maximum capacity of 50%
- Gyms open to the public are allowed to operate, with a maximum capacity of 50%
- Gradual return to face-to-face classes in educational establishments according to the planning of the Ministry of Education and conditioned on the health situation.
