The controversy over the “donations” of the parliamentarians elected to the Democratic Revolution has no sign of ceasing. And although Giorgio Jackson assured that his words about the destinies of half of his parliamentary diet were confusing, the deputy defended that the representatives of the party can deliver funds to the community.
The conflict was generated when the now independent Renato Garín, a former RD militant, used your Twitter account to accuse that his former colleagues have “a bank savings that already amounts to hundreds of millions”. According to what he said, these monies are used to finance electoral campaigns. “They repeat that they ‘donate half’ of their salary. That’s not true“Wrote the parliamentarian.
Giorgio Jackson responded by affirming on the same social network as “Since 2014, I have said that 50% of my salary does not go to my assets, but that it will improve the problem that we make in the council and as a legal contribution to the DR. It’s in a lot of old news, YouTube, etc ”.
The numbers
According to the financial statements of the Democratic Revolution, in the January-March quarter of 2020, for ordinary price of its affiliates received a total of $ 31,067,500. In that same period there were no extraordinary contributions, while donations were $ 40,000.
Meanwhile, in the balance of 2018 (last report of the party approved by Servel, with its resolution made in October 2019), the contributions of the affiliates reached $ 102,822,375, while donations were only $ 258,000.
In addition, according to the law, the maximum contribution in money that each natural person may make to political parties, not being affiliated with them, may not exceed 300 UF a year ($ 8,614,956). Meanwhile, the maximum contribution in money that each natural person being affiliated may not exceed 500 UF per year ($ 14,358,260I don’t know).
Currently, the parliamentary diet of the deputies is $ 6,848,420 liquids. This implies that, according to what Giorgio Jackson himself said, he gives $ 3,424,210 monthly to his party (50% of the diet). However, if so, it would meet the quota of 500 UF that the law dictates in the fourth month.
According to data delivered to EL DÍNAMO, part of the money of the parliamentarians goes to the account 8215294 of the BancoEstado.
The mechanism
In the Canal 13 Central Table program, the RD deputy Pablo Vidal He tried to explain the issue of donations, stating that what each parliamentarian gives as a contribution is the 500 UF allowed by law “and the difference, a part se goes to parliamentary management and the other part is savings, it’s in my checking account ”.
However, it was Renato Garín who on Monday delivered in the morning Mucho Gusto de Mega the details of the mechanism that his former party uses to divide the money legally, details that he later ratified in conversation with EL DÍNAMO.
As explained, of the $ 3.4 million, approximately only $ 1.3 million is given as a contribution to the party. Of the remaining amount, $ 374 thousand goes to the current accounts of the deputies and $ 1.7 million goes to extra personnel for parliamentary work. These last monies do not yield to Servel, so they are not considered as “contributions”.
Asked by EL DÍNAMO about this form of financing, Garín said “not believe” that it is a way to bend the electoral law. However, what is in doubt is whether it is defined as a “donation”.
“Serious lie”
One who joined the debate over the RD money was former presidential pre-candidate and parliamentary pre-candidate Alberto Mayol, who clarified that “passing money” to the party is legal, but that the Democratic Revolution incurs contradictions regarding its situation.
“It is not true that it is a donation. In fact it is a political investment. This lie is serious, even when it is not uncommon. Many great fortunes in the world say they have donated part of their fortune, but they have done so to a foundation of their own. In this case, it is equivalent. The party is Jackson’s, ”said the sociologist.
According to Mayor, strictly speaking, there are two accounts to which the RD money goes, a bank where that money is saved for campaigns or party strengthening, and another in an accounting sense, since they are expenses.
Regarding the above, Beatriz Sánchez’s contender within the Frente Amplio presented a series of questions: “What were Giorgio’s funds spent when he was the only RD deputy who contributed this fund? Who within the DR defined that route? Were the militants informed? And having a bench, to whom have the officials’ money been paid and how has the proceeds from the political investment fund been spent? What institutional framework defines how those monies are used and when? Do the militants know? “
Jackson’s defense
In response to the questions, Giorgio Jackson assured that he has never said that his diet donations correspond to charitable causes, although he acknowledged that his words could have caused confusion.
The deputy expressed that “I do not feel attacked at all, the only thing I feel is that there is a misrepresentation, like those fireworks that are sought to be done when you want to divert attention. I feel very proud, I would do it a thousand times more ”.
“There was only one time that I was interrupted in a panel on television, where I said the word ‘dona’ simply, that it was in Vertigo and that was the only time I could leave the space to doubts (…) I could be clearer“He stressed.
“I have nothing to hide and I will continue to do so, for other candidacies, whether municipal or otherwise, because I at least do not finance myself with those resources,” Jackson concluded.
