Heads of Defense may issue direct instructions to public officials

The Comptroller took reason, with scope, of the decree prepared by the Government that modifies the decree of a state of constitutional exception regarding public officials.

The new text allows Heads of National Defense issue direct instructions to public officials without the intervention of the President of the Republic.
