The government valued the progress made this day in Congress in the processing of the law that provides the country with a new immigration policy.
This Thursday the Senate began to vote on the first articles of the initiative (of the more than 100 that the text has) that has been in Parliament for seven years and was reactivated by the government of the President, Sebastián Piñera.
After approving and rejecting a set of proposals, The discussion will continue next Tuesday, where the voting on the project’s regulations will continue.
“We value the progress we have made today in the Senate, It is already the third day of voting on the immigration bill after seven years of processing ”, he said the undersecretary of the Interior, Juan Francisco Galli this day.
“We have taken a very important step and we hope that this vote will conclude within the next week”added.
In this sense, the undersecretary reaffirmed the government’s concern regarding two indications promoted by the opposition that, in the opinion of the Executive, “distort” the project. “One, which has been called” labor tourism, “which allows people on the border to come as tourism but declare that what they really come to do in Chile is to look for opportunities. We believe that it is reasonable for those who come to Chile in search of opportunities to declare it before arriving at the border of our country, before arriving at the airport ”.
And the second one that promotes an extraordinary regularization of migrants: “We believe that it is wrong to generate a deadline for the regularization of those people who may enter our country in the future, because it generates what we have called a knock-on effect”Galli said.
To add that “Migration pressure is generated that I think is untimely, inconvenient for Chile at this time, above all, in times of pandemic when our borders are closed for all those who are not Chilean or who are not foreigners who have had in our country ”.
“We wait and call on the Senate that these indications are not approved because they just go in the opposite direction to obtaining what we have said”, he concluded.
In fact, on the weekend, the President, Sebastián Piñera, He assured that if these proposals are approved in Congress, he will veto them.
This day a package of amendments proposed by the Finance Committee of the Upper House was approved by the senators, which were approved by 38 votes in favor and one abstention, which corresponded to the senator Juan Ignacio Latorre (RD).
The highlight is that they were approved most of the articles related to the creation of the National Migration Service. Too, Article 10 of the initiative, which guarantees a complementary protection mechanism for migrants, was ratified.
Precisely this point was criticized by some members of the opposition who did not agree with the wording of the same, but by not asking for a separate vote, they had to vote together with another list of regulations. Among other objections.
Also, The senators ratified two issues that had already been approved by the Chamber of Deputies, which is related to Article 7 of the bill, regarding the State’s promotion of safe, orderly and regular migration. And article 9, which is related to non-criminalization, that is to say that irregular migration does not constitute a crime.
On the other hand, within the rejected points, is it so the creation of two new migration subcategories: one related to seasonal workers who enter Chile for specific, single or interannual periods and a second related to foreigners who request the search for job opportunities before the consulates.
