A period of 90 days to apply the first measures related to the reform of Carabineros raised the Government this Friday, when presenting before the commission that intends to modernize the police the Coordinating Unit, which will be composed of experts from civil society, according to the Interior Minister.
At this day’s meeting, one of the most massive held at the Palacio de La Moneda in the context of a pandemic, it was announced that an executive secretary of the Unit will be appointed, although at the moment the members of the instance are unknown, and therefore, who could lead it.
The 90 days were agreed to collect the different diagnoses and related bills, and then give rise to the first modifications; while a limit of nine months to implement medium and long-term measures.
President Sebastián Piñera highlighted at the end of the meeting that one of the main objectives of the reform is “to strengthen the culture and practices to protect the human rights of all people, because the safeguarding of public order and citizen security is not incompatible, it is complementary with the unrestricted respect for human rights“.
Another focus of the eventual modernization is “to improve the transparency and probity with which public resources are used,” according to the President.
In that sense, Piñera insisted that “The time has come to take ourselves seriously and be consistent with what people are asking of us,” reiterating his call to Congress that “it is absolutely necessary and urgent to carry out laws that are necessary to be able to fulfill this objective of protecting public order and safeguarding citizen security, such as the Law to Reform the Carabineros, which has been in Congress for too long.”
In addition to the president of the Supreme Court, the comptroller and the national prosecutor, the presidents of the Congressional Security committees participated in the meeting.
Miguel Angel Callisto (DC), who presides over the Chamber, regretted the “facts that show that our carabinieri are in a complex situation, many of them overwhelmed, with a level of fatigue, stress and also, the same institution has not cared from them”.
“But on the other hand, we have seen actions by police that violate fundamental rights, and that is why we have said the need for the Government to evaluate the permanence of General (Director Mario) Rozas in charge of the Carabineros“, he remarked, adding to the call that the opposition has maintained since the incident on the Pío Nono bridge.
Defensoría and INDH ask for “more enforceability”
Among the special guests to the commission was the Defender for Children, Patricia muñoz, who asked that “those modifications that particularly imply that human rights be respected unrestrictedly by any police officer in the country be carried out with a sense of urgency.
The director of the National Institute of Human Rights also attended, Sergio Micco, who commented that “A comprehensive crisis supposes a comprehensive reform of the Carabineros”.
“We have insisted that the changes are in line with the doctrine; the organic structure; the internal culture; continuous and permanent training; that all decisions regarding selection and promotion be made from a human rights perspective. We have also raised, and in general that was consensus, that more enforceability is required“, he detailed.
