He assumed in one of the most delicate moments of the institution and with the mission of leading the internal reform that became a priority after the departure of his predecessor, Mario Rozas, who had to leave the Carabineros after countless events that burdened his have, mainly in the matter of violation of Human Rights.
On this occasion, and in an interview with El Mercurio, General Yáñez avoided condemning a priori the actions of the uniformed men who marked two milestones of national interest, such as the Pío Nono case that ended with a young man on the bed of the Mapocho river, and that of Talcahuano, which resulted in two minors shot in a police operation.
“We must, as an institution, make a mea culpa, without a doubt, regarding what happened. There are situations that are being investigated by the prosecution, and that the courts will have to resolve,” said the officer.
“We were the first to denounce ourselves and put all the antecedents before the Public Ministry. And if someone left the protocols and regulations to act, they will have to respond,” he added.
Despite admitting responsibility, General Yáñez added, specifically regarding the case of the young man in the Pío Nono Bridge, that “those are the consequences when these vandalism events occur. That young man was committing disorders long before. He was a target of arrest for part of the staff “.
“They are unfortunate events, and now they are in the hands of justice,” he remarked.
Asked about the situation in La Araucanía, the signal was clear and pointed to a political and social issue rather than a police one.
Yáñez highlighted the appointment of the new zone chief (General César Bobadilla) and affirmed that there is a lot of confidence and expectation of the work that will be carried out in conjunction with the Public Order and Control zone.
“The complexity it has is that we are one of the many actors, that we have to, somehow, go in search of the solution to the problems. And particularly as an institution we have done everything in our power. Let us remember that it is a social and political conflict that has to be resolved there, “he commented.
Although General Yáñez pointed out that they should make a mea culpa, he immediately put the buts.
“I want to make it clear that many cases that were disclosed as true facts, such as the alleged torture center in Baquedano, or the crucified ones in Peñalolén, or the young man raped in a police station, but they were shown to be false and were not addressed. with the same force that the complaints were made, “he questioned.
Finally, and in the middle of the discussion that takes place after each major incident, where the responsibilities of the civil and uniformed authorities intersect, the new director general said: “No. We have a direct administrative dependency of the Ministry of the Interior through the Undersecretariat of the Interior. But in our operational actions it is the law that governs and commands us. “
