The former chancellor and leader of an opposition bloc, Heraldo Muñoz, criticized his successor in the Ministry of Foreign Affairs, Andres Allamand, for the preparation and distribution of a report to the embassies, on the social outbreak and the Plebiscite, in which it is stated that Chile “has recovered its normality.”

“The report sent by the chancellor (Allamand) to the different embassies is highly unusual, both in form and in substance. It is not customary to send messages of this nature, even after the political context of October 18, ”said Muñoz.

For the previous international representative of the country, despite the inadequacy of the document, at least “a reference to the different international reports on the situation of human rights (in Chile) was needed, including that of the Office of the High Commissioner for Human Rights. Human Rights of the United Nations, which strongly criticizes the Government for serious human rights violations and makes 21 recommendations, including the reform of the Carabineros ”.

“It would have been interesting to include those references and some progress on whether or not the United Nations recommendations are being met”Muñoz pointed out.

Allamand, in his document, delivers a kind of official version of the Government on the social outbreak, indicating that this event “evolved into a political crisis, which was channeled through an agreement, at the request of the President of the Republic, Sebastián Piñera, reached by all political forces -with the sole exception of the Communist Party- to call a plebiscite and draft a new Constitution.

“Many were surprised when last year Chile experienced days of protest and unusual violence. There is no doubt that factors such as poor income distribution, low pensions and deficiencies in the public health system “highlights the text released to embassies.
