This Wednesday, the deputies Camila Flores (RN) and Juan Antonio Coloma (UDI) will denounce the Comptroller’s Office General of the Republic (CGR) before an international organization due to the summary that the body led by Jorge Bermúdez substantiates against Carabineros.
The foregoing, with a two-page document before the Latin American and Caribbean Organization of Supreme Audit Institutions (Olacef) so that they review their “bias”.
The measure comes after a report by the Radio Bío Bío Investigation Unit in which it was revealed that the CGR filed charges against seven generals of the High Command for its eventual administrative responsibility in the procedures that occurred from October 18 onwards in the streets of Chile.
“The controller has shown a clear political intent against the Carabineros, because, in reality, this summary did not begin because of the more than 450 complaints that it claims to have received, but because of 12 of them, ”Coloma told Channel 13.
“Six of which do not establish concrete facts neither that they force to assume responsibility, nor they manifest possible culprits. Of the other six, at least half are already under investigation, either in the Carabineros or in the courts, ”the legislator explained.
What does the text say?
In the document, both deputies acknowledged that an effective and robust Comptroller’s Office is a central element in the rule of law, the functioning of democracy and the actors that come together in it.
Therefore, in his opinion, “it is necessary to emphasize that in Chile we have witnessed an unprecedented event, namely, initiation of the sanctioning procedure directed by the Office of the Comptroller General of the Republic against senior commanders of the police forces of our country demanding administrative responsibility from said officials for the actions of the police in moments of high social tension where serious serious problems were raised. episodes of violence and crime that put the country in a state of obvious disturbance of public order and that lasted for several weeks ”.
“Facts, moreover, that are under investigation by the Chilean prosecutor, who exercise criminal action and pursue the criminal responsibilities of those who have transgressed the legal system,” they added.
“The action of the Comptroller General of the Republic constitutes an unusual act, which is far from his expertise, and from which we cannot anticipate the consequences for the future of our police institution ”, they warned.
“However, we want to make it clear that we respect the institutionality of the Office of the Comptroller General of the Republic and we recognize the tremendous work it does in order to safeguard legality and transparency and the public function. However, we believe that such action must always be impartial, applying the control of legality in a strict and equal manner to all those who are under its surveillance ”, they closed.
The measure will be filed this day, but there is no specific deadline for complainants to receive a response by Olacef.
In this regard, Flores announced that the tenor of the entity’s determination will lead them to analyze the channels to follow.
