In formal terms, on September 10, Carter sent a letter to the Speaker of the House, Diego Paulsen, to request the withdrawal of the motion.
“By virtue of the provisions of Article 136 of the Regulation, I have come to process the project ‘Modifies Law No. 18,290, on Traffic, to impose new requirements on motorcycles, scooters and moped drivers,” “says the letter from Carter to Paulsen.
The project was entered by mistake and Congressmen Carter and Amar continue to work on the initiative that seeks to modify aspects of the Traffic Law.

In the same way, said document stated that “the proposal seeks, in this same order of things, to make visible the use of this means of transport for the commission of various crimes, such as those previously exposed, in order to generate policies and rules that facilitate the identification of the offender “.
Regarding the modification to the Traffic Law 18,290, which is still under study, it was proposed that “in article 79, replace the phrase ‘the companion must be sitting astride’ by ‘the conduit (sic) will be the only user of this means of transport, since it is forbidden to circulate with a companion. Failure to comply with this obligation will be sanctioned with the suspension of the license for a period of 3 months and with fines of one to eight monthly tax units.
