The Chamber of Deputies approved on Tuesday afternoon the veto of President Sebastián Piñera to the Emergency Family Income project, so tomorrow the initiative will be processed by the Senate. The substitute and additive veto includes 11 indications that were voted separately.
The Minister of Finance, Ignacio Briones, commented that “the amount involved in these three months of Emergency Family Income means more than 11 Covid bonds like the one we approved in this same Congress, or it resembles all annual expenses that we agree with the parliamentarians when we made a 50% increase in basic solidarity pensions. “
Faced with criticism from the opposition, who consider the amount involved in the initiative to be insufficient, Briones declared that “we have created a fund for 2 billion dollars and that fund is available, it is not for looking at it, it is for spending it, but we need to have resources for later because this continues. “
The veto replaces article 2 of the project, which refers to the Socioeconomic Emergency Indicator, to include an explanation regarding what its objective is, what it measures and what it is based on.
Furthermore, it expressly states that all the households that make up the Social Registry will be characterized on a monthly basis through this new indicator, by the Undersecretariat for Social Evaluation.
Likewise, a new article 3 is added with the amounts to be delivered to the households indicated in article 1, that is, they belong to the most vulnerable 90% of the national population. The value of the first contribution ranges from $ 65,000, when said household is made up of one person, to $ 494,000, when the household is made up of ten or more people.
A new article 5 is also added, which incorporates as beneficiaries households that, without being among any of the groups contemplated in the original bill, belong to the most vulnerable 80% of the population, and that is made up of one or more adults over 75 years of age or older, who receive a basic old-age solidarity pension.
