A series of videos began to be broadcast Tuesday night, showing a series of humiliation and beatings of a young man from the Playa Ancha Naval School in Valparaíso, during its anniversary in 2018.

In the records you can see a group of final year students who had kidnapped, tortured and tied up a young man, beating him and writing homophobic sentences on your body.

Despite the fact that the videos were released now, the Homosexual Integration and Liberation Movement (Movilh) requested the commander-in-chief of the Navy, Admiral Julio Leiva Molina, to carry out an investigation into these events and those responsible are punished, according to spokesman Oscar Rementería.

“These facts make explicit a culture of hatred and intolerance, where validate offenses and abuses as forms of expression or entertainment, which requires the maximum and immediate sanction. The psychological effect that these tortures have on LGBTI uniformed men must be very distressing, therefore the abuses must stop now, ”Movilh added.

Previous cases in schools of the Armed Forces

Fernando Martínez, regional director of the Human Rights Institute, said that despite they have not received a complaint nor do they have complete certainty of the place where the events occurred, any act of torture is worrying.

He even added that they have received complaints of similar cases since 2012.

One of these occurred in 2013, in the Second Naval Zone of Talcahuano. According to Martínez, superiors they applied electricity to a young man. The Naval Prosecutor’s Office investigated this case and a corporal was sentenced, whose sentence was confirmed by the Court Martial.

Another complaint was known September 11, 2015, due to events that occurred at the “Miller” Military Infantry Detachment No. 2 in Concón. According to the Navy, this case occurred the previous year in Puerto Aldea, Coquimbo.

Rodríguez added that in this case the institution clarified that it was in another place and date, but not that the mentioned actions were not effective.

The INDH added that to speak of a habitual practice one must have a reliable verification of the facts.

We have received complaints in different years and not all of them are followed by the complainants, not in all cases they give us the background

– Fernando Martínez, regional director of the INDH

For the particular case of the videos now released, the regional director added that they will officiate the Navy.

One of the most shocking events within the Armed Forces is related to what happened in March 2019, where a conscript soldier killed two superiors and then committed suicide. According to the young man’s family, he was harassed by the other victims.

An investigation was even carried out by the Army for bullying and harassment.

Navy response

Faced with the query from the media, the Navy indicated that the video corresponds to events recorded in 2018 – despite the fact that one speaks of 2019 – and that they will carry out the corresponding inquiries.

Given the dissemination on social networks of a video filmed at the Naval Academy, the Chilean Navy indicates that this would have occurred in 2018 and that such activities are not authorized in the Institution.

In this regard, the necessary internal inquiries will be carried out in order to adopt the corresponding measures on the matter.

The Chilean Navy points out that what happened is far from the values and formative principles that characterize it.
