The undersecretary of the Interior, Juan Francisco Galli, announced this afternoon the most important aspects of the new procedural protocol that the Carabineros personnel must respect in public demonstrations, which seeks to put dialogue before violent dispersal.
The document, named “Procedural guidelines for warning protesters”, appears almost a year after the social outbreak of October 18 and in the middle of the summary investigation of the Comptroller’s Office against seven generals of the High Command of the police institution, for their responsibility in acts outside of protocol carried out by soldiers against protesters between October and December from last year.
The government official said that after the social outbreak “we learned the lesson, we equipped ourselves better, with better capacities and in addition to different procedures,” stating that this new protocol seeks to privilege peaceful means of dispersal.
The procedure consists of three stages: dialogue, peripheral and restoration of public order.
“First a dialogue police. We were able to witness it in Valparaíso on May 1. Dialogue is the first thing, through dialogue the protesters will be made aware of the conditions, in order to prevent people from being able to proceed violently, ”Galli explained. The authority added that “secondly, the peripheral, to make known that the same peaceful protesters isolate those who want to commit acts of violence.”
The third stage of the police procedure is “the restoration of public order. That is, when there is already a presence of violent acts, there is no dialogue, there is no hooting, there what corresponds is that the reestablishment of public order proceeds ”, he pointed out.
The authority warned that “If there is launching of Molotov cocktails or shots, there is no dialogue there either, what corresponds is that the people who are committing crimes should proceed and be arrested. Molotov cocktails do not produce peaceful demonstrations. “
