A liquid hunger strike nine inmates from various prisons in the capital began this week, several of them convicted or charged with crimes of a terrorist nature or by installation of bombs in various parts of the capital.
What they demand, according to a statement, is the repeal of Article 9 and the replacement of Article 1 of Law Decree No. 321, which governs the conditional liberties.
According to information from Gendarmerie, those who started the strike are divided into three prisons in the capital.
In the High Security Prison are Marcelo villarroel, convicted of robbery, terrorist illicit association and terrorist homicide, after the death of Corporal Luis Moyano after an assault on the Security bank in 2007. Together with him, he was sentenced Juan Aliste, who supports the strike, but cannot join for health reasons.
Is also Juan Flores, convicted of being the author of the explosive attack that occurred in 2014 in the Sub-center of the Military School Metro; Y Francisco Solar, accused of sending bomb packages to the 54th Huechuraba Police Station and Rodrigo Hinzpeter’s office in July 2019. He is also accused of installing explosive devices in the Tánica building in February 2020.
To them is added Joaquin Garcia, convicted of placing bombs at the 12th Police Station in San Miguel and at the Gendarmerie School.
Meanwhile, in the jail of Santiago One is Jose Ignacio Duran, charged with the attacks on the Peñalolén Sub-Police Station; Thomas Gonzalez, charged with crimes against the Arms Control Law; Gonzalo Farías, accused of throwing a Molotov cocktails against the police; Y Paul Bahamondes, accused of the installation of an explosive device at the Melipilla Judicial Assistance Corporation.
Finally, in the San Miguel Women’s Prison, Monica Caballero, charged with Francisco Solar for the installation of the pumps in the Tánica building. Remember that both were acquitted in the first Bomb Case and then emigrated to Spain, a country that expelled them after finding them guilty of an attack on a church.
Conditional freedom
Through a statement, the strikers demand changes to the aforementioned decree so that the conditional release “become an acquired right again of the imprisoned person and not a benefit as stipulated by law today ”.
“This modification considerably toughens the possibility of accessing the so-called conditional release, extending in some cases for decades – affecting a large number of prisoners who see their sentence being perpetuated,” they added.
They also pointed out that “we also propose as immediate urgencies the end to the preventive prison as a punitive tool against those who are accused of actions in the context of permanent revolt, denying the alleged presumption of innocence during the investigative periods and in this way treating them as guilty, imposing extensive preventive prisons even until the moment of being convicted or considered fulfilled. sentence”.
According to information from La Radio, the strikers were taken to the respective infirmaries of the prisons to take their vital signs and weight, in order to monitor their conditions before the start of the protest.
“Behind a bomb there are no political ideas”
Regarding the strike, the Undersecretary of the Interior, Juan Francisco Galli, indicated that “it seems that it is recurrent that those people who want, for whatever reason, to go unpunished with respect to the crimes they have committed, call themselves political prisoners“.
“We saw how a person who is deprived of liberty for having assassinated a democratic senator, for having kidnapped and tortured a person in Brazil, wanted to be called a political prisoner because of the motivations that led him to commit these crimes. Galli continued his words and indicated that “something similar happens here: people who go on a hunger strike, whatever their motivation, are deprived because they are either charged, formalized or convicted, for placing explosive devices. “Therefore, those people who are imprisoned for placing explosive devices are imprisoned for committing the most serious crimes that one can commit in our society and not for his political ideas, whatever these are ”, he closed.
