The Congress dispatched the Budget Law of the public sector corresponding to next year, after both Chambers approved by a large majority the report of the mixed commission, after almost 60 days of processing in the National Congress.
In its process around the different legislative stages, certain knots were generated with respect to the items of Education, Sciences, Cultures, among others.
However, in one of the last instances – the mixed commission – a series of conversations were held in order to reach an agreement, which was finally built by the opposition, the ruling party and the Government.
In this way, it was approved unanimously in a mixed committee and by a large majority in both corporations.
What was changed? Regarding Education, the part of the fall in the baseline contributions to Cruch universities was reversed by 32 billion pesos; and additionally, the use of the accumulated surpluses of the University Credit Solidarity Fund.
In terms of Sciences, 67 billion were replaced, which will be destined to promote innovation in the future challenges of the country such as drought, green hydrogen, technological change, among others.
Regarding Culture, it was replaced for the development of cultural and memory activities for 18 billion pesos.
Regarding Health, it was agreed to increase the baseline per capita to $ 8,000 in the Primary Health which means a greater public investment of $ 113,000 million destined to improve the attention to the population and to comply with the GES guarantees.
Officialism valued that the agreement was respected
Despite the approval of the project, some sectors of the opposition considered that it was not enough in some areas, such as Education, as pointed out by Senator DC Yasna Provoste.
The agreement was valued across the board despite some criticism, even from Chile Vamos, as was the case with deputy RN Andrés Longton, who pointed out that the government did not display a full dialogue.
But beyond questioning, the UDI senator Juan Antonio Coloma stressed that the agreements were fulfilled.
Along these lines, the Minister of Finance, Ignacio Briones, pointed out that institutional paths must be respected.
The controversy over the Allende Foundation
One of the points that blocked the debate in the Senate were the resources to Salvador Allende Foundation.
Socialist Senator Isabel Allende, with the support of Senate President Adriana Muñoz and other opposition parliamentarians, regretted that the foundation has not been included in the remittances.
In this regard, Finance Minister Ignacio Briones pointed out that this was because the issue was not addressed in the final stretch, something that was denied and criticized by the opposition.
