The Comptroller General of the Republic (CGR) did not detect a breach of health measures at the funeral of Archbishop Emeritus Bernardino Piñera, held on June 21.
In an opinion signed by the Comptroller Jorge Bermúdez, the supervisory entity responded to the complaint made by Deputy Gabriel Ascencio (DC) and “various persons” that refers to a violation of the protocol regarding the number of attendees allowed, the distance that should exist between them and the handling of the coffin. In addition, the cause of death reported by the Ministry of Health was questioned.
In the opinion, the Comptroller’s Office highlights that the Funeral Protocol indicates that “The corpse of a person who died from COVID-19 does not represent a greater health risk than that which already exists previously due to the disease. The risk lies in the possibility of an agglomeration of people attending the funeral ”.
Then he adds that “the corpse must always be found in a sealed coffin. You don’t need a special coffin, since these must always be hermetic and waterproof ”.
In this sense, the authorities indicated that what was manipulated by those attending the funeral was the hatch under which there is a sealed glass plate, which is hermetic and “prevents access to the corpse, in such a way what the opening of said hatch could not, under any circumstances, alter the hermetic requirement established by the sanitary regulations”.
“In consecuense, there is no non-compliance with the protocol provisions indicated above“, Determined the controller.

In another point of discussion, the entity cites that “Attendance at the celebration is restricted exclusively to the direct nucleus of the deceased with a maximum of 20 people”, and that “attendees must comply with the established social distancing measures, that is, at least one meter between each person.”
In this regard, the document explains that the event was attended, as stated by the agencies, “20 people from your direct circle, among whom were relatives -among them the President of the Republic- and two priests ”.
“In addition, as recognized by the Ministry of Health and the Presidency of the Republic in their reports, the ceremony was also attended by press staff dependent on the last mentioned distribution, and musicians hired as part of funeral services“He adds.
“In this order of antecedents, it is possible to state that, In order to verify compliance with the Funeral Protocol, the total number of attendees at the funeral should be considered and the quality in which they were present in the place, regardless of who managed the participation of those “, explains the document.

Regarding the complaint of lack of social distancing, the Comptroller’s Office details that “both the Ministry of Health and the Presidency of the Republic have indicated that, despite the fact that three of the participants approached the coffin, the required separation was met at all times. , without there having been an agglomeration of people, so there is no reproach to formulate“.
This version was presented by the Undersecretary of Health, Paula Daza, the day after the ceremony occurred. “The protocol given by the Ministry of Health was 100% fulfilled. President Sebastián Piñera and his team were very cautious, ”he said at that time.
Finally, it points out that “regarding the cause of death of the aforementioned archbishop, it is necessary to indicate that this is not relevant for the purpose of determining whether in the species the rules contained in the funeral protocol were complied with, since this does not make a distinction in this regard, being applicable to any funeral act carried out during its validity, in the context of the pandemic“.
