The Comptroller’s Office discovered that the Central Supply of the State (Cenabast) – dependent on the Ministry of Health – eliminated medicines for a figure greater than $ 3,300 million in the period from January 1, 2017 to December 2018.
The information appears in a recent audit emanating from the supervisory body that reveals different administrative anomalies and disorder in the entity in charge of the distribution of remedies for hospitals and clinics.
The reviewing body found that the warehouses had stored expired products that were not even registered in the inventory or in the accounting. The foregoing, the report continues, “did not allow determining which drugs or supplies they corresponded to, their expiration date, or their value.” Once the situation is verified, Cenabast must carry out measures to improve the situation within 60 days.

“Such events do not comply with the principles of control, efficiency, effectiveness and responsibility (…) They also fail to comply with the obligations of the authority and heads of the service, in order to exercise a permanent hierarchical control of the functioning of the bodies and the performance of staff of his dependency, ”reads the administrative review.
On this fact, a summary was started in 2018 at Cenabast, which to date has not concluded. For this reason it will be the Comptroller itself that will substantiate it from now on.
Regarding the figure alluded to in the report, the Cenabast defended itself, noting that the amount only exceeds just over $ 1.8 billion. However, the internal system of the same institution, indicates the Comptroller’s Office, delivered a figure higher than $ 947 million “which warns that the entity does not have complete and reliable accounting information.”
Another aspect questioned was the weaknesses in the procedures for destruction of remedies. For example, the lack of verification that these are eliminated, among them the psychotropic ones, where they do not attend “without the presence of all the ministers of faith.” This fact will be added to the aforementioned summary.
The watchdog sponsored the purchase of drugs to treat HIV, which are purchased from a single supplier. In this regard, the entity considered that there were no objections.
