Commanders of the Armed Forces in Congress: “And what critical infrastructure are we going to defend?”

The commanders-in-chief of the three branches of National Defense participated this afternoon in the session of the Mixed Commission of Congress that reviews the project for the protection of critical infrastructure and warned that the essential sectors that they intend to protect must be defined.

The project is authored by senators Carmen Gloria Aravena and Kenneth Pugh and emerged after the attacks suffered by the Metro stations during the social outbreak of last October.

The initiative was approved in January in the Senate, but on September 9 it was rejected by the Chamber of Deputies and Deputies, for which it passed to the Mixed Commission.

The Government has been a tenacious promoter of the project, which grants powers to the President of the Republic so that he can order the Armed Forces to protect the critical infrastructure of the country when there is a serious danger that affects it, without this measure being able to imply a suspension, restriction or deprivation of the rights and guarantees established by the Constitution.

“The Armed Forces will not play the role of police officers, they will not control demonstrations, we want an intermediate measure between the state of exception and total normality,” said Defense Minister Mario Desbordes a few days ago.

OBSERVATIONS FROM THE CHIEF COMMANDERS

In the session of the Mixed Commission, the Commander-in-Chief of the Army, General Ricardo Martínez, pointed out that “it is entirely relevant to define the critical infrastructure and the time when the Armed Forces will be called in for their protection. That is why it is vital that the criteria that will be taken into account to consider some and rule out others are established, as well as what should happen for the employment of the armed forces ”.

“This idea of ​​critical infrastructure seems reasonable to me. And it is critical that what is understood or what infrastructure is going to be considered critical is well defined, ”Martínez said.

The commander-in-chief of the Navy, Admiral Julio Leiva, stated before deputies and senators that “the definition of what is critical infrastructure will be very important, because we will be able to determine the scope of the means that are required to be used for these purposes. . And obviously here you have to define them in terms of prioritization and that will depend on the Congress ”.

Leiva added that “this definition of prioritization is important, because as critical infrastructure begins to be considered as everything that affects, even to a lesser extent, the normal functioning of society, there is no army in the world that is able to take care of them ”.

Finally, the commander-in-chief of the Fach, Air General Arturo Merino, stated that “there must be prioritization, because the means of the Armed Forces are limited, it is not enough for us, at least in the Fach, to cover all the critical infrastructure that It could be protected if there is a situation throughout the country. And also, priorities must be defined ”.
