Collars for generals, plaque trays for the High Command and more than a hundred watches are some of the elements that make up the long list of “prizes and incentives” that the FACh intends to acquire. The amounts to be paid must exceed millions and could double that figure.
The Chilean Air Force (FACh) opened a tender this week for up to 100 million pesos. The reason? Acquire “Prizes and incentives” that will be distributed among their ranks.
According to BioBioChile, the process began this Monday and will last until October 13 of this year, the deadline set for interested companies to submit their offers.
According to the document posted by the FACh to the Public Market, the purchase was required by the Supply Division, while the resolution of the bidding rules was signed by the head of the Logistics Command, General Rafael Carrère Poblete Aviation.
Thus, the 48-page brief stipulated that the uniformed institution intends to acquire 128 clocks, almost a thousand electroplates of recognition, 30 sets of collars for generals and 10 plate trays for the High Command, in addition to backpacks, briefcases, checkbooks, among others (see image).
Although an estimated budget or source of financing is not reported, the purchase process is classified as a “public tender equal to or greater than 1,000 UTM and less than 2,000 UTM”. That is to say, the amounts range from 50 to 100 million pesos approximately.
“50% reduction”
According to previous records, the FACh allocated just over $ 46 million for this concept in 2019, so that everything indicates that the amounts this year will exceed what was spent on that occasion, although with one caveat: “The institution has considered a reduction close to 50% less expenses carried out in previous years, since they will be carried out over a period of two years ”, they indicated before the BioBioChile consultations.
As explained, the public bidding “is an administrative act that is normally carried out in the Institution and that this time corresponds to the acquisition of elements that are oriented to recognize and annually highlight the academic, military, sports, professional and personal merits of Officials , Permanent Staff, Civil Staff, Cadets, Students and Conscript Soldiers of the Chilean Air Force ”.
“In addition to those that are awarded for academic merits to other Parent Schools and Academies of National Defense and in the same way, as reciprocity in exchanges with foreign Air Forces,” they added.
Finally, they stated that “it is imperative to point out that all the acquisition processes conform to the standards of probity, transparency and austerity practiced by the institution in all kinds of subjects ”.
In April of this year, the Treasury issued an instructions promoting fiscal austerity and efficiency in spending public money. Although the Armed Forces are not contemplated in the document, this type of bidding is striking, considering that the Executive did have to cut its spending due to the pandemic.
