The Electoral Service (Servel) released this Saturday the list of voters called as table vowels and the members of the Scrutineering Colleges for the 2020 National Plebiscite, which in their option Approve will initiate the process for a new constitution, or in their option Reject will maintain the current one.

How do I excuse myself to be a table member?
Those who cannot fulfill the appointment as a member on the day of the election, may present their grounds for excuse in writing before the Electoral Board that corresponds to them between Monday 5 and Wednesday 7 October.
They may present excuses if they are appointed as a table member:
-Being the member included among the causes of disability contemplated in article 45 of Law No. 18,700 or having been designated a member of the Scrutineer College.
-Being absent from the country or living in a distant location more than 300 kilometers or with which there are no expedited communications, a fact that will be qualified by the respective Electoral Board.
-Have to perform other functions entrusted by Law No. 18,700 on the same days and hours of operation of the Tables.
-For this Plebiscite and according to the Health Protocol elaborated by Servel, be 60 years or older.
-Being physically or mentally unable to perform the function, a circumstance that must be accredited with a medical certificate.
-Complete work in hospital establishments on the same days that the Suffrage Reception Tables operate, which must be certified by a certificate from the director of the respective health establishment.
Be the woman in a state of pregnancy or puerperium within 6 weeks prior to delivery and up to 24 weeks after it.
After the excuse period, the Electoral Board will publish a list of replacement members on Saturday, October 10, who will not be able to excuse themselves. However, if at the time of the election they are in one of the grounds for excuse contemplated in the regulations, they must keep the documentation that proves said situation, since they could be reported by the Electoral Board before the respective Local Police Court.
Practical information for table vowels
The first function that the members must fulfill on election day is the installation of their table at 08:00 hours, which will begin to function with at least three members.
However, starting at 9:00 am, the delegate of the premises will designate the missing members until the minimum necessary to function is completed. If there are no volunteers, they will appoint others who are on the premises, resorting to the help of the force in charge of public order, if necessary.
In order to facilitate that the persons who have been designated as members can fulfill their position without inconvenience, employers must grant the necessary permits, without deduction of remuneration. If an employer prevents the voter from performing her function as a member, she can be reported to any of the Labor Inspection offices and to the Local Police Judge of the commune where the event occurred.
Excuses before Electoral Boards:
The people who are appointed board member may present excuses via email. The information was disseminated by the Association of Notaries, whose members act as ministers of faith in the Electoral Boards.
The measure was adopted due to the pandemic and with the purpose of avoiding the physical displacement of those who are forced to excuse themselves. Those who must do this procedure must attach all the documentation required to support their request, a background that will be evaluated on its merit by each Electoral Board, to proceed with its acceptance or rejection.
By Health Protocol the board members will receive:
-KN95 masks (2 for each vowel).
-Facial shields.
-70% gel alcohol for table members and voters.
-Alcohol or chlorine-based disinfectants for cleaning surfaces and secret chamber applied by means of a sprayer, in accordance with the protocol issued by the health authority.
-Wet towels with 70% alcohol, chlorine or quaternary ammonium.
-Paper towels or napkins.
-Nitrile gloves for vote counting.
