After four days of discussion, the chamber of the Chamber of Deputies and Deputies concluded the discussion of the Budget Law 2021, which was ready for review in the Senate.
Yesterday, some of the most controversial items were addressed, such as the Ministry of Cultures and the Ministry of Sciences, which had been rejected by the mixed commission.
Regarding the allocations for Sciences, which grew 0.6% compared to the 2020 Budget, with an amount greater than 439 billion pesos, the parliamentarians did not approve the replacement of the glosses as they considered the emphasis insufficient.
In the debate it was accused that resources are constantly falling as the years progress, warning that, in this case, the increase is explained by the incorporation of programs that were previously in other items.
This was explained by the deputy of the Christian Democracy, Iván Flores, lamenting the impacts of this decision on productive development.
The Director of Budgets, Matías Acevedo, defended this item, stressing that there is a relevant increase, if the temporary funds are considered, even subtracting the so-called “consolidable transfers”, which include the incorporated programs.
On the other hand, the resources for the Ministry of Cultures were dispatched without their variable expenses. In total, the Government allocated more than 214 billion pesos to this item, including a special fund for 20 million dollars, with which, in total, the budget grew by 11.2% compared to 2020.
In these expenses, the Socialist deputy Manuel Monsalve also accused that the increase lies in the incorporation of programs, while his independent counterpart, Marcelo Díaz, lamented that, beyond the increase, the relevance within the global budget remains low.
The Minister of Finance, Ignacio Briones, recalled that this item has the most relevant increase in the last four years. However, in general, he focused his conclusions on calling for a more collaborative attitude during the discussion in the Senate.
Other rejected items that will be the subject of discussion in the Senate are variable health expenditures, including primary care and resources for Strengthening Public Education, Bicentennial High Schools and Higher Education.
The Senate will begin the debate on Monday and called on Tuesday until full clearance, in order to conclude the discussion next week.
