Deputy Camila Vallejo (PC) defended the project that aims for the Constitutional Convention itself to define the quorum to work on a new Constitution, an initiative that generated criticism, both from the ruling party and from some opposition parliamentarians.
In conversation with Radio Pauta, the congresswoman stated that “I do not understand the origin of this virulence, this is only a proposal and the idea is that it be discussed, that it be debated like any reform proposal or law that is debated in Congress by the corresponding channels, so I don’t know where that radicalism in criticism comes from, in addition, without support or arguments.
Along these lines, he assured that the motion has the support of peers from different parties, such as Cristina Girardi (PPD), Pamela Jiles (PH), Camila Rojas (Comunes), Karol Cariola (PC) and Tomás Hirsch (Ind.).
Given this, he explained that “we believe that it is important that the Constitutional Convention has the power to set itself its operating quorum. We have always said it, since the agreement was signed and with the indications we present, that the Constitution Commission did not even want to vote after the agreement.
“It does not seem to us the most democratic thing that the current Congress established an immovable quorum for the Convention. We believe that the conventional and the conventional will be able to define not only the contents of a new Constitution, but also how they will work, so it is quite ridiculous In our view, that the Convention, even if it had 2/3 to change the 2/3 of operation, cannot do so ”, he added.
And he insisted that “it seems to us that the Convention is the one that should define social rights, the character of the State and the most important issues, and then congresses are going to legislate based on that popular mandate. But not that the Convention is to unlock without a substantive proposal. “
Regarding the quorum of 2/3 established in the “Agreement for social peace and the new Constitution”, the communist parliamentarian accused that it allows minorities to establish veto to majority ideas, produces “very vague norms” and that this “generates uncertainty and instability institutional”.
“We have always said that we did not feel like a 2/3 quorum. It is rare that we are criticized for not signing the agreement and presenting a proposal which is one of the reasons why we did not sign the agreement. We are criticized for being consistent “added Vallejo.
Finally, he recalled that before the agreement was signed by a cross-party group of parties, the Communist Party requested the resignation of President Sebastián Piñera for the actions of the Carabineros during the demonstrations of the social outbreak.
“It was the right thing to do and it is what many people still want. We had a government that repeatedly violated human rights,” he said.
