According to IFAB 2020/21 Laws of the Game, “The performance of the VARs in football matches is based on a series of principles that must be applied in their entirety in all the matches in which they participate:
The video assistant referee (VAR) is a member of the refereeing team with independent access to the images of the match broadcast; the VAR may attend the meeting only in the event of a “clear, obvious and manifest error” or a “serious inadvertent incident” in relation to:
1. goal / no goal;
2. criminal / non-criminal;
3. direct red card (not the second yellow card / warning);
4. identity confusion (when the referee warns or expels the wrong player from the offending team) ”.
In the same IFAB 2020/21 Laws of the Game explain what “The VAR will not resolve all the ‘discrepancies’, since many decisions are subjective; however, its adoption in the majority of major countries in the world shows that football believes that this system makes it fairer and that it improves the behavior of footballers ”.
