The Minister of Foreign Affairs, Andrés Allamand, acknowledged that “There have been violations of people’s rights” from the Carabineros during the social outbreak.
In an interview with the EFE agency, the foreign minister declared, yes, that “There has never been any sort of organized planning on the part of the State, the Government or the police forces.”
“The Government hosted all the missions, from the UN High Commissioner for Human Rights and former President of Chile, Michelle Bachelet, and various organizations. The process, where there were effectively violations or transgressions of people’s rights by the police forces, was subject to wide scrutiny and open to internal and international (human rights) organizations, ”he said.
In that sense, he added that “these commissions, groups and organizations delivered some recommendations, which have become part of the deep process of reform to the police and police organizations, which is well advanced.”
Asked if there have been “transgressions” on the part of the police, the Chancellor replied: “Yes, they have been dealt with in the way I have indicated, but there has never been a kind of attack on the part of the State, the Government or the police organized planning ”.
“There has been no margin for impunity: every time it has been evidenced that there has been a transgression, administrative sanctions have been adopted immediately and judicial processes have been opened to punish the guilty with the rigor of the law. That has been the government’s reaction. I want to point out in a very categorical way that, although there have been these transgressions of people’s rights, under no circumstances has this been a kind of institutional policy ”, he emphasized.
After his remarks, the Minister of the Interior, Rodrigo Delgado, said that “as you know there are various reports from international organizations, important organizations and the Government has also clearly said that in Chile, since the social outbreak, there has been no systematic policy of human rights violations.
“What we have are complaints that, obviously, are complaints that are being investigated, that both the Government and the police themselves, in this case the Carabineros, have made all the information available so that they can be clarified accordingly,” he added.
Along these lines, he added that “and if there are specific events, if there are events that are going to be and are being investigated, we will be respectful of those responsibilities that occur, but as a systematic policy of violation of human rights, that has been ruled out both locally and internationally ”.
