In a previously unreleased Christmas Eve session, the Senate approved this Thursday the Government’s project on readjustment to the public sector, which also grants bonuses and benefits, and dispatched it to its last procedure in the Lower House.
After an extensive session yesterday at the Finance Commission, the Chamber chose to debate the report of that instance today, in a special session that was scheduled between 09:00 and 12:30, fully telematic, but that lasted more than expected and ended around 2:30 p.m.
The readjustment settled will be 2.8 percent for those who earn up to two million pesos, and 0.8 percent for those who earn more than that. High authorities are excluded.
Also contemplate a Covid-19 special bonus, of 200 thousand pesos, for health personnel to fees that are performed in establishments of the health network and in Primary Care, provided that they serve full time with an antiquity of no less than 7 months; and the staff of the Hospital Clínico of the University of Chile (JJ Aguirre), as well as those of the institutional hospitals, in the framework of the health emergency.
The Ministry of Finance must inform no later than March 31, 2021 the form by which it will be granted. The rule, however, does not include workers from the Public Health Institute or the Legal Medical Service.
The proposal considers other benefits, such as a conflict termination bonus for workers with wages of less than 2 million pesos.

The Lower House also met in parallel, in an unprecedented manner on December 24, between 11:00 a.m. and 2:00 p.m., pending the Senate report: however, because the debate in the Upper House took longer beyond that time, the deputies will meet again next week to analyze the project.
This parliamentary day was unprecedented, since it is the first time since the return to democracy that they met on December 24. In times past, during the previous century, it only happened four times.
MISCELLANEOUS ARTICLES LONGER DEBATE
The Government’s project, which should have insisted after the rejection of the idea of legislating last week, contains various miscellaneous items, whose debate lengthened today’s session in the Senate.
One of them, the most controversial, was the one that allows the Carabineros Welfare Directorate “to contract legal defense insurance on the occasion of the performance of the functions of the personnel “, whether active or retired police officers, established in articles 79 and 80.
The opposition majority resisted this idea, but it was finally endorsed in the joint vote of both articles, by 16 votes in favor and 15 against: Chile Vamos supported it en bloc, and in the opposition it found the support of the Senators DC Carolina Goic and Jorge Pizarro and PPD Felipe Harboe.
The Minister of Finance, Ignacio Briones, clarified that in that standard “no fiscal expenditure” committed: “It has been said that they are public resources to finance this defense, and they are not; these are funds from the workers themselves who are in their Welfare departments, and what the law does is allow these institutions to contract this insurance to legal defense, in a profession naturally exposed to contingencies of this nature, “he explained.

In the discussion, the Senator DC Yasna Provoste expressed her rejection to this proposal, “there is already a legal advisory department in the Carabineros in charge of the defense of the police, therefore, it is not understood that insurance must also be taken out, unless this department is not doing its job.”
“Second, because a reform of the Carabineros is being discussed and a change of this type should be discussed there; and third, it is false that the Welfare Directorate is financed only with contributions from the officials, “he added, refuting Briones.
For his part, official Felipe Kast (Evópoli) called on his peers to vote in favor: “The fact that some senators, knowing the fragility of the Carabineros, dare to vote against it makes me sad, too bad; I hope we raise the level of the debate,” he said.
“If we dare, we dare, Mr. Kast, to vote as we see fit, don’t be insolent, please,” replied the socialist José Miguel Insulza, who voted against.
Harboe He argued his support for the article because “the logical thing is that the institution defends, but it will defend with what, is the justice ladder going to dedicate itself to that exclusively, when we have 55,000 or 60,000 men and women (police) in the street? It is not about achieving their innocence, it is a defense, which is a right that anyone has (…) I don’t see a bad projection “.
This rule, which had already been approved by the Lower House in a previous process, was thus incorporated into the future law of readjustment to the public sector, which has yet to overcome its last step again among the deputies.
“IT IS IRRESPONSIBLE TO LEGISLATE”
Meanwhile, the Senator Alfonso de Urresti (PS) made his annoyance felt at the way the debate unfolded, according to him without the required “depth”, and pleaded not to worry about timing.
“I am not going to vote without proper discussion on the situation of the Carabineros, I am not worried if the Chamber is waiting or not, This is the Senate of the Republic and I at least want to legislate well. I am annoyed by the form of this number of ‘flaps’ that have been established (in the project), which cannot be voted well, with all due respect to the Chamber of Deputies, they will have to wait. This is legislating irresponsibly“, he stated.
Then, the president of the Senate, Adriana muñoz (PPD), caught his attention: “I would measure my words, Senator De UrrestiWe are all making an effort within the responsibility of our position, and here the debates have taken place in depth, “he said.
“They have not been given in depth”, De Urresti replied, to which Muñoz insisted that they “have been given in depth.”
