The room of the Chamber of Deputies and Deputies rejected this Thursday night the idea of legislating the bill that grants a readjustment of salaries for public sector workers, in addition to including various bonuses and allowances.
After long hours of debate, the initiative, discussed on the basis of the reports of the Finance and Labor Commissions, obtained 45 votes in favor and 60 votes against. Jose Miguel Ortiz (DC) and Leonardo Soto (PS) were the only opposition deputies who approved.
After the rejection of the project, the Executive only has to insist now with its text in the Senate.
In this regard, the Constitution specifies that “the President of the Republic, in the event of a project of his initiative, may request that the message be passed on to the other Chamber and, if the latter approves it in general by two-thirds of its members present, will return to the one of its origin and It will only be considered rejected if this House rejects it with the vote of two thirds of its members present.“.

The response of the Lower House to the bill was drawn from the commissions that reviewed its content and in the various speeches expressed in the debate, particularly from the opposition, which qualified the proposal as mean me insufficient, further accusing that it does not protect or protect the purchasing power of workers.
“The Government gave us a proposal that, in practice, reduces the income and purchasing power of public sector workers, and obviously, in the midst of this crisis, where it is precisely necessary to reactivate the economy, the cost of the crisis cannot be passed on to the workers “, said after the vote the communist deputy Daniel Nunez, President of the Finance Commission of the Lower House.
Meanwhile, the ruling party questioned the rejection of the figure, stating that the effort of the Executive is not recognized in the midst of an exceptional scenario such as that posed by the pandemic, not only in Chile but also in the world.
For the deputy Leopoldo Pérez (Registered Nurse), “Right now we are in the worst of worlds.”
“The political opposition today, en masse, voted against the idea of legislating, therefore, everything additional – the bonds, etc., which have nothing to do with the figures – cannot be paid either,” added the official legislator.
THE GOVERNMENT’S PROPOSAL
At the core, the initiative contemplated a readjustment of 2.7 percent for gross salaries equal to or less than 1,500,000 pesos and of 0.8 percent for higher salaries at that amount.
The initiative included a special monthly bonus of up to 45,000 pesos, which would apply during the year 2021 for public workers covered by the monthly readjustment, for incomes of up to 545,000 pesos and who work full-time. This benefit would also be applicable to assistant education personnel.
In addition, as a recognition of the work of the health sector in times of pandemic, the proposal provided a “User Treatment Bonus for Primary Health Care and Health Services”. This benefit was supported by an agreement reached between the Government and five out of seven associations of health officials.
There was also a Extraordinary Bonus for Nurses, Midwives, Nurse-Midwives, and Other Medical Collaboration Professionals who work in jobs that require attention 24 hours a day in rotating shift systems. Along the same lines, a special allowance was established for professionals in the Legal Medical Service (SML).
Likewise, as is traditional in this proposed annual income law, various other benefits were included for public officials, also defined with a tiered system and that excluded the highest salaries:
- Christmas bonus: 59,436 pesos, for net salaries of up to 794,149 pesos; and of 31,440 pesos, for liquid income higher than 794,149 pesos and up to 2,629,807 gross pesos.
- Christmas Strenna 2021: 76,528 pesos, for net salaries of up to 794,149 pesos; and 53,124 pesos, for net income above 794,149 pesos and up to 2,629,807 pesos gross.
- Schooling Bonus: contribution of 74,426 pesos for gross salaries up to 2,629,807 pesos, paid in two equal installments (March and June) of 37,213 pesos each. An additional bonus of 31,440 pesos is added for liquid remunerations equal to or less than 794,149 pesos.
- Vacation Bonus: corresponds to half of the bond delivered last year, also reducing the high delivery tranche. In this way, 62,817 pesos are proposed for workers whose net remuneration is equal to or less than 794,149 pesos; and 43,814 pesos, for gross salaries of up to 1,500,000 pesos.
