It was complex. So much so that the idea had to be resolved in a joint committee, but on Tuesday afternoon the Senate approved with 41 votes in favor, zero against and zero abstentions the 17 seats reserved for native peoples in the convention that will write a proposal for a new Constitution.

The same was done by the Chamber earlier this day. However there, as in the Senate, the parliamentarians refused to grant a quota for Afro-descendants.

In this way, the project was in a position to be enacted into law by President Sebastián Piñera.

This is an important step for applications in this regard, which must be completed by January 11, 2021, so that those interested in integrating the convention compete in the elections of April next year.

So, how were they distributed positions? There will be seven for the Mapuches, two for the Aymara and one for the Rapanuí, Quechua, Atacameños, Diaguitas, Collas, Kawéskar, Yaganes and Changos.

In the session, the Minister of Social Development, Karla Rubilar, thanked the Congress for its work and he stressed that the next Constitution “will be written with indigenous handwriting.”

At a press point after the vote, Rubilar reiterated his joy with the approval of the constitutional reform and affirmed that this day was a historical milestone in the recognition of native peoples.

Added to this, he maintained that This step will help “to start paying the historical debt biggest that we have: the debt with the indigenous peoples ”.

After the minister, Senator Francisco took the floor Boring (RN), who welcomed the approval of the reform, but criticized that what has been done so far in this matter is insufficient.

That is why he asserted that he asked Piñera, through the ministers who came to Congress, to put him urgency to projects related to recognition of these groups, their languages and their sports practices as national sports.

For his part, Senator Juan Ignacio Latorre (RD) was satisfied with the approval of the seats, although called the measure late.

“We came late. This should have been resolved a long time ago. We reached a predictable result (…). I obviously I was for a much more meaningful representation (of the order of 24 seats or more) ”, he told the press.

However, he explained that he gave in and voted in favor of only 17 seats due to threats from the right and because “The opportunity could not be bragged May the new Constitution help to settle these debts ”.
