For this Wednesday night the mixed commission in charge of processing the project of reserved seats for native peoples was summoned to settle the dilemmas of the initiative, which could eventually be rejected due to the existing refusal of both the ruling party – for contemplating quotas outside of the 155 – and of the opposition – for giving less than the 24 seats originally requested by the native peoples.
The mixed commission previously resolved the creation of a special electoral roll and 18 seats for the 10 towns of Chile, nine within the 155 conventionalists and nine additional ones. which was not well received by the native peoples themselves.
In that sense, Deputy Emilia Nuyado (PS) directly blamed President Sebastián Piñera if the project for reserved seats for indigenous peoples in the Constitutional Convention is rejected in Congress for not reaching a quorum.
Nuyado noted that “Here the Government and the parliamentarians of Chile Vamos have obstructed from the beginning the presence of native peoples in the Constituent Convention.”
For her part, Senator Luz Ebensperger (UDI) declared that they do not agree with ensuring quotas outside the original 155 seats, “first because it was not in the agreement of November 15, second, because it is not in Article 141 of the Constitution where it is established that there are 155 and finally because it happens to carry the sovereign will that on October 25, the majority indicated that it wanted 155 seats. Regarding that, I made a reservation of constitutionality ”.
Meanwhile, Senator Alfonso De Urresti (PS) He indicated that some “remain in a position in which they do not want to incorporate, they do not want to effectively recognize the 12.8% percentage. Here we are going to see the will, if indeed they want to reach an agreement, reach and include the native peoples ”.
Regarding the foregoing, Senator De Urresti refers to the 24 supranumerary seats, proportional to 12.8% of the indigenous population according to the 2017 Census, which are currently requested by a large part of the indigenous representatives.
