The Government is working on a project to reform the Carabineros, after more than a year of questioning the police institution, following the cases of human rights violations and corruption.

In the Executive they contemplate four axes to reform: the creation of a Ministry of Security, police modernization, the training of Carabineros and civil service career, and control of public order, La Tercera newspaper statement.

The first step contemplated by the Government is that from 2021 new applicants to the School of Carabineros will have to study four semesters, and not two as it is until 2020. In addition, the civil service career will go from 30 years to 35 years.

“We will work in an institutional framework, not only of Carabineros, but also, in the public security system, in an adequate police career, with training to face these challenges, modern management, that citizens have the confidence and certainty of a effective and efficient security, ”said Interior Minister Rodrigo Delgado.

Another important point that the Government is preparing is a modification in the Carabineros protocols, since it is expected that the High Command of the institution will present it during the first weeks of December.

Among the criteria included in the new protocol, changes are expected in acting in the face of peaceful protests, institutionalizing loud calls to those present, keeping a distance and avoiding the use of force or other dissuasive means.

On the other hand, it should also include acting in protests where illegal acts are committed, where the gradual use of force or the detention of people who commit flagrant crimes is established.
