Piñera warns that a group of parliamentarians is trying to “write a parallel Constitution”

In his participation in the “Annual meeting of the industry” organized by Sofofa, President Sebastián Piñera addressed the constitutional discussion and assured that a group of parliamentarians is trying to write a parallel Magna Carta through “transitory articles”.

Before answering the speakers’ questions, the President explained that he wanted to refer to “certain basic issues that we have to face and resolve” because he assured otherwise “we will be writing on sand and not on rock.” “This is a time to speak loud and clear”, said.

In this sense, the President emphasized “respect for the Constitution, the law and the rule of law and respect for the powers and autonomies of the different powers of the State” and added that “What we are seeing is that a group of parliamentarians, making abusive use of a loophole, are trying to write a parallel Constitution without modifying the current Constitution through transitory articles.”

“That is not only deeply unconstitutional, but it is a path that leads to the destruction of the institutionality”said Piñera, who announced that “As a government, naturally we are going to try in the legislative process to correct this avoidance, this abuse, this loophole and, otherwise, we are going to resort to the Constitutional Court, because it is not only an option, it is an obligation”.

The President’s statements were issued in the middle of the discussion for a second withdrawal of 10% of AFP funds – to which the government reiterated its rejection – and the proposal of a group of opposition parliamentarians to modify the quorum of the Convention Constitutional.

During his speech at Sofofa, Piñera also assured that “We are facing a serious deterioration in the legitimacy of the institutions, and a very serious deterioration in the quality of politics” and added that “This is wrapped in a word which is the word ‘populism‘”.

“Populism means taking measures that satisfy short-term and transitory expectations, but completely ignore the permanent and long-term consequences of the measures that you propose. It is to be legislating based on social networks or based on the day’s polls and not legislating accordingly for the permanent interest of Chile and all Chileans ”, commented the President during his intervention.

Piñera linked “populism” with “drugs” because, in his opinion, “It generates a temporary feeling of well-being, but subsequently generates permanent and very serious consequences on the quality of the social body. And it has shown that it is contagious because it is expanding, and this contagion is not only in Chile, we see that similar phenomena are occurring in many countries of the world “.

Piñera also addressed in his speech the role of the government after the social outbreak of October 18.

“The truth is that as of October three different movements were unleashed or generated, simultaneous but different in nature: first, a wave of irrational, destructive violence that no one can accept; second, social demands of the citizens that are perfectly legitimate and, third, a demand or demand to seek a new social pact, which had to do with reviewing and reaching a new agreement regarding the Constitution, ”said Piñera.

The President added that this was compounded by the coronavirus pandemic and the global recession. “How do we get out of this? The government has an obligation to lead the country. Faced with the events of October, we reacted with a citizen security agenda (…), there are projects that were presented long before and that have not yet been approved by Congress. For example, modernization of Carabineros and police; the creation of a national intelligence system, an arms control law (…), a critical infrastructure law (…), a law to combat terrorism and drug trafficking more effectively and to allow us to better confront the hooded .
