It was two passers-by who passed through the Meiggs neighborhood on Sunday morning who alerted the citizen security personnel of Central Station: “There are two people dead here on the street,” they were told. Immediately the case was in the hands of the North Central Prosecutor’s Office and the specialized team of Carabineros that investigates violent deaths, made up of the OS-9 and the Criminalistics Laboratory (Labocar).
With a sustained increase during this year in homicide cases, Carabineros began through the video cameras of the Santiago and Central Station communities to find the person responsible for both homicides. But, in the police an institution was housed: During the last seven days, other homeless people also woke up dead in the city, with more than eight stab wounds to their bodies. The victimizer could be the same.
According to the first analysis of the Carabineros team and to which it agreed The Third PM, “By virtue of a series of homicides that occurred in the commune of Santiago and Estación, between November 1 and 8 of this year, in the perimeter near the intersection of Avenida Libertador Bernardo O’Higgins with Matucana, it was possible to establish common patterns of behavior regarding times, places, victims in the street, clothing used by the suspect, entry and exit routes “.
In this sense, adds a brief, “as a result of investigative procedures carried out by Department OS-9, it was established that all of the aforementioned cases corresponded to the same modus operandi and to the same subject, to later identify, position and link the author of the same, who was identified as Diego Alexander Ruiz Restrepo ”. The suspect was listed as an alleged “serial killer”, who is 30 years old and of Colombian nationality.
After the defendant was identified, Gope personnel arrived at the suspect’s apartment, where he was detained at 4:30 p.m. yesterday. - On 08.11.2020, around 03:25, he killed Pedro Manuel Bustamante Babbonney, on Libertador Bernardo O`Higgins avenue with Exposition street, Santiago.
- On 08.11.2020, around 04:15 hours, he kills a male adult (NN), in the central bandejón of Libertador Bernardo O`Higgins avenue at the height of No. 2960, Santiago.
- On 11/08/2020, around 04:30 hours, he killed an adult (NN), in Nicasio Retamales street in front of No. 0190, Central Station commune.
Earlier, on November 1, another two homicides were charged by the Public Ministry. This time, the defendant would have committed two murders in 35 minutes.

As explained the chief of the Carabineros OS-9, Colonel Juan Francisco González, Ruiz Restrepo had a clear modus operandi, of which his main motivation for committing the crimes he is accused of has not yet been established. “In an unexpected way he would approach the victims, attack them and return to his residence.
