Within hours of his vote in particular in the Constitutional Commission of the Chamber, the president of the instance, Matias Walker (DC), expressed its confidence in the advancement of the second withdrawal of 10 percent of pension funds, considering that the initiative is “transversal”.

“The withdrawal of the 10 percent is not a project of the opposition, it is already a project of a transversal majority of deputies”, he specified in The Cooperative Journal, recalling that the first initiative was endorsed in the Chamber by parliamentarians from his bloc, but also by several ruling party members, a sector that is already open to vote in favor of him again.

Along these lines, he valued the indications that now advance from the right, “because the problem is that the government’s attitude so far has only been to criticize the proposal of the second withdrawal of 10 percent, as happened with the first, and they have not made proposals. “

“It seems to me very good that the deputies of National Renovation, who voted in favor of the idea of legislating, like those of Evópoli, today present indications and proposals. We need 3/5 of the deputies in the Chamber, and that is why that I chose today to do a longer session, of four hours, precisely to discuss all those indications, “he said.

Walker said he was open to considering ideas such as higher-income people paying retirement taxes, or a ban on reinvesting withdrawn funds into voluntary pension savings, but cautioned that “all I ask is that let’s not get full of fine print and restrictions that ultimately make it difficult for people to earn income in a time of emergency. “

We arrived at this situation, and the Government deputies themselves have said it, because the Emergency Family Income ended, being that we have four regional capitals of the country in quarantine. That is why we have discussed the second withdrawal of 10 percent, because the Government has neither proposed to renew the IFE, nor to deliver a new bond to the middle class, and that is a situation that has many very complicated families, “he said.

Regarding the refusal of the new withdrawal from the Government, on the basis that it contravenes the pension reform, the deputy summoned his co-religionist, Senator Carolina Goic, to call the Minister of Finance, Ignacio Briones, to not to use “the 10 percent retirement bill as an excuse so that the pension bill is not voted on in the Senate. They are absolutely different.”

“We have said it: There are 1.9 million Chileans who have already withdrawn their 10 percent, and that is why the Senate pension reform is so important (…) to be able to retire in the AFP if they had 500 or 600 thousand pesos in savings, that is why the pension reform is so important. The second withdrawal is an emergency situation, and that is how we have all understood it“, he reiterated.

Reduction of parliamentarians must be “decided by all Chileans”

On the other hand, faced with the proposal to reduce the number of parliamentarians, which will also be voted on in the Chamber this Wednesday, Walker said that this project, together with “the formation of Congress – whether it is going to be unicameral or bicameral – and the presidential regime, they have to be matters to be settled by the future Constitutional Convention“.

It would be disrespectful to 80 percent of Chileans who voted for a new Constitution that we will tie these types of decisions, which have to be decided by all Chileans, “said the deputy.

However, he admitted that “we agreed that the bill be voted on today in general, and there we will see if there is encouragement to continue discussing it in particular, or this is a matter that should already be resolved by the future Convention”, insisting that ” I believe that this should be resolved in the new Constitution. “
