The second withdrawal of 10% of the pension funds continues to advance: the idea of ​​legislating in the Constitution Commission of the Chamber of Deputies has already been approved, and this Wednesday it will be voted in particular in the same instance, so this would be dispatched same week to the chamber of the Chamber, according to the president of the Commission, Matías Walker.

Although the bill to be voted on this Wednesday is the same one that was already approved in July, this time RN deputies hope to enter instructions to make some modifications.

Deputy Miguel Mellado (RN) points out that the idea of ​​these indications is to focus the withdrawal. First, regarding who are the people who can withdraw. There it is intended to target members without work or who have seen their income decreased by at least 30%.

Second, it details that withdrawals will be expected to pay income tax, according to the rate that corresponds to each taxpayer who withdraws. This differs from what it says was approved in July, where no retirement paid tribute.

Third, deputy Mellado says that the indications will seek to return the amounts withdrawn according to two criteria: those with lower income through a recognition bonus when collecting at retirement; and for the highest income, each person will return with a 2% increase in their contribution to their personal cost and / or an increase in the retirement age until the retirement is completed.

For his part, Deputy Andrés Celis (RN) believes that the project will be dispatched this Wednesday, and on the indications he said that “they should go along the line of holding the State responsible for the withdrawals made by people due to obligations or rights that the State itself must assume. In this vein, indications are being worked on, so that the people who have these funds are those who really require it and there is no abuse of those, for example, who have $ 300 million in their AFPs.

Anyway, Celis commented that “once the indications are known, I will evaluate if I join them or approve what I know today as a text, which is what is presented by Pamela Jiles.”

The vote on the project that seeks to withdraw funds in life annuities will be left for later, since it has greater complexities than those initially budgeted by the parliamentarians, so they are preparing indications.

Deputy Alejandra Sepúlveda (FRVS) this Tuesday commented that she believes that “the withdrawal of 10% itself will not have difficulties, with the only modification that now will be a single installment. However, there are other withdrawals and other modifications that will be more complex, such as the one that benefits annuity pensioners, there we will have a complication, because we do not want them to have legal or judicial problems later, even in international courts ” .

That is why Sepúlveda said regarding this initiative that “we already have three or four ideas of indications that we are going to implement (…) We are fundamentally thinking not of a loan, but the possibility of making an advance on these pensions so that people can withdraw with a cap, a minimum of UF 10 and a cap of UF 35 ”.

Although the government entered a project so that terminally ill patients have a different pension calculation, the deputies of the Labor Commission have criticized it a lot, since in the opinion of several, this should be a withdrawal of money and not a different calculation of pension.

Against this backdrop, this Wednesday a parliamentary motion that seeks the withdrawal of funds for people diagnosed with a terminal illness will also be voted in the House Constitution Committee.

Deputy Sepúlveda this Tuesday commented that “what the Minister (of Labor) has just presented in relation to people with terminal illnesses is a terrible project, because it does not match the reality that these people are experiencing. It is not understood, because what he is doing is recalculating a pension. What the minister proposes is to recalculate a two-year pension and, be careful, to also leave 60% of that pension within the AFPs ”.

In this regard, he added that “what is being considered in the constitutional reform of a complete retirement is absolutely different, obviously leaving what has to do with the mortuary fees and the pensions of the heirs.”
