Today was the first vote on the project that seeks a new withdrawal of 10% of the AFPs. Specifically, the Constitutional Commission of the Chamber of Deputies voted on the idea of legislating this initiative, and it was approved with a large majority, since it even had the support of RN deputies.

By 11 votes in favor and one against, the idea of legislating the new withdrawal of 10% was approved. Congressman Jorge Alessandri (UDI) was the only one who voted against.

In favor, the deputies Sebastián Álvarez (Evopoli), who attended in replacement of the deputy Luciano Cruz-Coke (Evopoli); Gabriel Boric (CS); Eduardo Durán (RN), who attended in replacement of the deputy Camila Flores (RN); Andrés Celis (RN), who attended replacing Gonzalo Fuenzalida (RN); Hugo Gutiérrez (PC); Marcos Ilabaca (PS); Pamela Jiles (PH); Miguel Mellado (RN), who assisted the replacement of Deputy Paulina Núñez (RN); René Saffirio (independent); Leonardo Soto (PS).

The president of the Constitution Commission, Matías Walker, affirmed that “we are very happy because we have had a good debate with the citizens. I want to congratulate the deputies of ChileVamos, who despite all the pressure from the government, have once again put a hand on their hearts and have understood that there are people who are having a very bad time and that we have to give them the possibility to choose whether to withdraw or not a second 10% ”.

In addition, Walker expressed that he hopes that the government will not only assume a passive, critical attitude, but also present indications. “The government has to play a role as a co-legislator. If you want to apply a tax to people with the highest incomes, to withdraw a second 10%, well that you present indications and we will discuss them on their merit, “he told CNNChile.

Congressman Alessandri justified his vote against the second withdrawal because, he said, he did not want Chileans to use their pension savings to face the crisis since that is what the State is for. Along these lines, he proposed to the government that it deliver a bond equivalent to the amount to be withdrawn.

“What we have told the government today is that the bill cannot continue to be paid to Chileans. And we have proposed a bond to the government. What is that bond called? 10% Bonus Who pays it? Not each person in their individual account is paid by the government with money from all Chileans. Fiscal silver. And how much does it give you? 10% of what you have in your pension fund with the limits and floor that the bill has. Therefore, what we have proposed in the commission is that each one can get into their AFP, calculate what the second 10% withdrawal is and that that check reaches you, but it does not come from your savings, that it comes to you from part of the treasury. US $ 20 billion, obviously public debt, ”he also told CNN after the vote.

On the other hand, with 10 votes in favor and two abstentions, the idea of being able to withdraw life annuities was also generally approved. Álvarez and Mellado abstained.

Likewise, the idea of legislating empowering the Family Judge to authorize the withdrawal of pension funds from the delinquent obligor was approved with 12 votes in favor, by the alimony or his legal representative as an unofficial agent.
