One year after the social outbreak, a new version of the ICREO reveals a deep and sustained crisis of confidence in Chilean institutions.
On this occasion, the study by Almabrands – an expert consultant in business development and building brands with purpose – is entitled “Trust in the era of Public Branding: Social Empathy and Conflict Management.” In general terms, it indicates that confidence in Chile stands at 3.9 points (on a scale of 1 to 7).
However, when deepening by type of organization, the government institutions are where the problem is exacerbated, since there trust reaches only 26%. The survey reveals that Chileans are trusting companies more than government and public order organizations.
In this context, in the ranking of 296 brands analyzed, while Firefighters continues to be the most reliable for Chileans, Carabineros is one of those that falls the most in the ranking, falling from position 3 in 2016 to 159 this year. Meanwhile, in the same period, PDI went from position 25 to 112, Navy from 47 to 188, Army from 36 to 195 and the Air Force from 41 to 179.
The survey measures trust in five dimensions: honesty and transparency, responsibility, empathy, support and closeness.
For the executive director of Almabrands, Carolina Altschwager, “the crisis of confidence has been manifesting for years and emblematic institutions for society have been collapsed by acts of corruption, abuse, lack of honesty and lack of consideration of needs and interests of people”.
“The main thing is to understand that rebuilding trust can be the great – and only – opportunity to advance towards the country we want. You have to think about trust far beyond a ranking, you have to understand it in its various dimensions,” he added.
The expert delved into the legitimacy problems of the uniformed police: “Carabineros collapsed in all the dimensions evaluated, even in its proximity, which was the strongest and most distinguishing pillar with the rest of the Armed Forces.”
For her, this is due to a series of consecutive milestones that were piercing her bond with people. “In the first years, the issues were associated with abuses and internal administrative issues that were not handled well: his ethics and his ability to respond and take charge with solid governance to the problems that he has faced over time were questioned. Until then part of the fall could have been recovered.
“Then situations were added that called into question the most appreciated and profound social role of the Carabineros: being guarantors of protection and security of all people, such as the Catrillanca case or the social outbreak,” declared Carolina Altschwager.
