Within days of the Plebiscite in our country, a new report from the Complex Systems Engineering Institute (ISCI), conducted by researchers from the University of Chile, threw an interesting piece of information. The sanitary measures that will be applied during Sunday, October 25, will increase the time it takes for a person to vote to almost double. This, for being in the middle of the coronavirus pandemic.
According to the study “Logistics of elections in pandemic”, the increase in voting times has an important effect on waiting times and voter crowding. This is how they compared through videos, the second presidential round of 2017 with what will happen next October 25.
The time one takes, will be double
For this, the time of the voters was measured throughout the process. This includes: signature, delivery of the vote, time in the secret chamber, deposit in the ballot box, and return of the identity card. In normal times, “we estimate that a voter takes an average of 1 minute 44 seconds to vote, with a standard deviation of 24 seconds,” the document says.
Then, by simulating the voting process for the next plebiscite, the times changed considerably. Well, the hygiene measures ordered by the health authorities and the Electoral Service (Servel) were included. Average time increased to 3 minutes 1 second. It is a little less than double the regular stimulated time.
Why will we take longer?
The additional 77 seconds include new actions that must be performed due to the established protocol. Like, for example, sanitizing the pencil before giving it to a voter. Also, each voter, when it is their turn, must leave their identity card on the table. This, so that the vowel does not have to manipulate it. In addition, they will vote in ballot boxes without curtains, which must be disinfected with alcohol after each use.
The measurements of the Servel indicate that, upon reaching their corresponding table, they remove their masks for three seconds. In order for the identity of the voter to be checked or verified.
“In this election we already have two ballots, and all these new sanitary measures. We did the simulation with students, young people. Older adults could take longer, ”explains Susana Mondschein, an academic from the Faculty of Industrial Engineering of the University of Chile.
