One year after the social outbreak: despite the government’s “shielding”, Chile survey 21 reveals that the majority believe that the Carabineros is not better prepared

Despite the effort that the Government has made to establish that the Carabineros is better prepared to face the anniversary of October 18, the public perception is different. The date finds the uniformed police going through their worst moment of approval, given that 62% reject the work of the institution headed by General Director Mario Rozas, according to a study by Fundación Chile 21.

The document “One year after the social outbreak. Data, perceptions and projections on security and public order ”, prepared by Eduardo Vergara, executive director of Chile21; Natalia Silva, Security Monitor coordinator; and Paulina Vargas, Security Monitor researcher, adds that the problem is that 52% consider that the Carabineros are not better prepared to face violence, and only 25% consider that they are.

For Vergara, we are in a crucial situation, considering that Sunday is the first year since the outbreak began. “The management of public order this weekend will be decisive for the development of the plebiscite, but above all for the months to come. A disproportionate use of force and police abuses can generate an uncontrollable spiral of violence ”, he reflects.

In his opinion, the ball is in the government court. “We hope you understand that you must give instructions that, once and for all, all police action is within the framework of respect for human rights. This weekend we are risking the level of conflict that is coming, “he says.

However, the problem is that the Government has played a strategy of “shielding” the institution, emphasizing that the Carabineros de Chile is better prepared today than before the social outbreak, which collides – the report indicates – with the “incidents of police brutality”, such as what happened with the Pío Nono Bridge incidents, where an officer threw a minor protester into the Mapocho River.

In this context, the study emphasizes that “the uniformed police do not have the necessary legitimacy to face this moment, while the institutional denial reactions from the police, supported by a paralyzed government, generate a feeling of uncertainty for the population.”

According to the data, the ambient feeling is that 90% of those surveyed consider that there will be some level of incidents during this commemoration. Only 10% believe that the anniversary of the social outbreak will take place in total normality, 24% with minor incidents, 39% with moderately serious incidents, and 27% with extremely serious incidents.

In addition, those who consider that the anniversary of October 18 will occur with extremely serious incidents are mainly women, men and women over 35 years of age, residents of the northern regions of the country and the Metropolitan Region, together with people belonging to the poorest strata (segment D).
